About this opportunity

The Air Force Research Laboratory issued a Special Notice on July 13, 2026, announcing a planned Call against the existing PACER Broad Agency Announcement (BAA FA239123S2403) for the Relentless Wolfpack project, with industry feedback due July 20, 2026. The Government intends to structure the award as an Other Transaction Agreement featuring Firm-Fixed-Price milestone payments and is seeking contractor input on the Draft Statement of Objectives and proposed agreement structure before issuing the formal Call.

Access to the Draft SOO, which contains Controlled Unclassified Information, is restricted to contractors meeting two prerequisites: an active, approved DD Form 2345 (Militarily Critical Technical Data Agreement) on file with the Joint Certification Program, and verified CMMC Level 2 compliance (or equivalent NIST SP 800-171 Level 2 assessment) logged in the Supplier Performance Risk System. Eligible contractors must submit an email request to the Contracting/Agreements Officer providing company name, CAGE Code, a copy of the approved DD Form 2345, and confirmation of CMMC Level 2 or NIST 800-171 status; the Government will independently verify eligibility in SPRS and transmit the CUI SOO via secure transfer method.

The Government requests that eligible companies provide constructive feedback on the Statement of Objectives, including clarifying questions, feasibility concerns, and technical recommendations.
