This is an Indefinite Delivery/Indefinite Quantity contract with Firm-Fixed-Price delivery orders, structured under MMAR 16.504 and 16.505, with intent to award one contract to the highest technically rated offeror with fair and reasonable pricing, though GPO reserves the right to award multiple contracts or none.

Place of performance is Washington, DC and Stennis Space Center, Mississippi. Inserts must measure 7.50" x 3.00" and be composed of 100% paper. Contractors must maintain ISO 9001 certification at prime and subcontractor levels.

Annual orders anticipated across five fiscal years (October 1, 2026, through September 30, 2031) range from zero to 5.5 million units. Contractor must limit subcontracting to 40% of total contract value, provide 12 months' advance notice for production discontinuation, and submit 100 sample sleeves and inserts by proposal deadline. Delivery is FOB destination. Contractor Security Requirements (Attachment J.3) mandate eight functional security areas including facility physical security with intrusion detection and 30-day CCTV backup, personnel security with background screening, IT security with FIPS 140-2 encryption (AES-256), material security with two-person control, and business continuity testing. Pre-award security plan validation by GPO's Supply Chain Risk Management Assessment & Intelligence Branch is required. Technical proposals (maximum 45 pages) must address technical approach, corporate capability, and past performance; business proposals must include pricing via provided Excel template and cost narratives. Questions due June 3, 2026 at 10:00 AM EDT. NAICS 323111, PSC R713.
