About this file
This is Amendment 1 (C0001) to Solicitation 040ADV-26-R-0004 issued by the Government Publishing Office (GPO) on June 12, 2026, responding to vendor questions and clarifying RFP requirements.
The solicitation seeks Printed Sleeves with TTP (through-the-page) Inserts in quantities of 0-5.5 million units per year under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm-Fixed-Price (FFP) delivery orders, consistent with MMAR 16.504. The anticipated award date is specified in Section F.3, with an award start date of October 1, 2026, contingent on sample testing completion outlined in Section L.6. This is a commercial product acquisition conducted under MMAR 12 using SF 1449 form. Pricing must be evaluated for completeness, fairness, and reasonableness per Section M.4. The amendment removes several FAR clauses (52.204-1, 52.246-18, 52.207-1, 52.222-24, 52.222-56, 52.250-3, 52.250-4) and deletes clauses 52.215-22 and 52.250-4 from prior sections, while adding 52.204-21 (Basic Safeguarding of Covered Contractor Information Systems) to Section I.3. Technical proposals must address only technical requirements without pricing information, which must be submitted separately in the Business/Price Proposal. Offerors must demonstrate corporate capacity to support timely deliveries, quality products, inventory acquisition/maintenance, and customized protective sleeve experience. CPARS may be submitted instead of the Past Performance Questionnaire if applicable. Revised attachments include Price Template V2 (J.1) and Contractor Security Requirements V2 (J.3), which remove pre-employment screening and two-person control/armed escort requirements as non-applicable to this contract.
