About this file
This is Amendment C0002 to Solicitation 040ADV-26-R-0005 issued by the Government Publishing Office (GPO). The amendment extends the proposal submission deadline from June 17, 2026 at 5:00 PM EDT to June 22, 2026 at 5:00 PM EDT. Offerors must acknowledge receipt of this amendment prior to the extended deadline through one of three methods: completing and returning one copy of the amendment, acknowledging receipt on each copy of their offer, or sending a separate letter or electronic communication referencing the solicitation and amendment numbers.
The amendment includes clarifications to Questions and Answers Part 2 addressing three key areas. First, ISO 9001 certification requirements must be met at both the prime contractor and subcontractor levels, if applicable. Second, the 40% subcontracting limitation in Section C.6 is calculated based on the total maximum IDIQ ceiling amount. Third, Section C.2 of the Statement of Work is modified to clarify that both contractors and subcontractors (if applicable) may perform specified manufacturing operations including EMI shielding production, sleeve printing, UV coating, converting, folding, gluing, Trusted Traveler insert manufacturing, and delivery of complete TTP Sleeve and Insert units, provided the prime contractor maintains responsibility for quality, inventory management, assembly, fulfillment, and overall contract performance.

Sub Section
Para Question GPO Response:
1 H H.17 H.17 requires that "The Contractor must maintain ISO 9001 certification for the term of the contract." Please confirm whether this requirement may be satisfied through an ISO 9001-certified manufacturing subcontractor responsible for production of the sleeves and inserts, or whether the Prime Contractor itself must hold and maintain ISO 9001 certification.
This ISO 9001 certification requirement shall be met at both prime and subcontractor’s level, (if applicable).
2 C C.6 Section C.6 limits subcontracting to 40% of the total contract amount. For purposes of compliance, how will GPO calculate subcontracted value? Is compliance based on total contract revenue, manufacturing costs, labor value, or another methodology?
40% is calculated out of the total max IDIQ ceiling amount, for example, $100,000 total IDIQ max ceiling amount will limit the subcontracting with $40,000 amount.
3 C C.2 The SOW says: "The contractor must perform the following..."
May the contractor utilize qualified subcontractors to perform specialty manufacturing operations such as EMI shielding production, sleeve printing, UV coating, converting, folding, and gluing, provided the Prime Contractor remains responsible for quality, inventory management, assembly, fulfillment, and overall contract performance?
Yes, these requirements can be met at the subcontracting level and/or at the prime contractor level. The SOW is modified to add the following in Section C.2 Scope paragraph four: the Contractor and the Subcontractor (if applicable), must perform the following.”C.2 Contractor must perform the following:
1. Manufacture the EMI shielding material in sheet form
2. Print the sleeve material
3. Die-cut, fold, and glue the printed sheets into individual sleeves
4. Manufacture/print Trusted Traveler inserts
5. Produce and deliver a TTP Sleeve and Insert as a complete unit (printed sleeve attached to a folded insert)
