About this opportunity

The American Battle Monuments Commission (ABMC) is seeking a qualified web development firm to design and implement a secure e-commerce platform specifically for ordering floral arrangements, replacing their current manual "hands-off" process. The platform must integrate Pay.gov as the primary payment processor to ensure secure and compliant federal transactions while maintaining a responsive, intuitive, and accessible user interface that meets federal standards. Key requirements include compliance with federal regulations, custom features for order management and reporting capabilities, and preferably leveraging ABMC's existing Dynamics 365 and WordPress infrastructure. Vendors must demonstrate their proposed solution approach, implementation and support capabilities, security and compliance methodology, relevant past experience with similar projects, and detailed cost and contract structure information. This Request for Information was posted on November 22, 2024, with responses originally due January 3, 2024, though the federal contract opportunity shows an extended due date of June 10, 2025.

This procurement does not include any set-aside designations, making it open to all qualifying contractors under NAICS code 518210 for Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services. No incumbent contractors or current service providers are identified in the solicitation materials, suggesting this may be a new capability development for ABMC rather than a recompetition of existing services. The RFI does not specify budget ranges or potential award values, indicating the agency is still in the market research phase to determine realistic cost expectations from industry responses. No specific quantities of goods are mentioned since this is a service-based procurement focused on platform development and integration, with timeline details for implementation and ongoing support to be provided by responding vendors as part of their technical approach.
