Request for Information
Government-Compliant E-Commerce Platform Development with Pay.gov Integration
Purpose:
The purpose of this RFI is to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract.
Background:
ABMC is seeking a qualified web development firm to design and implement a secure e-commerce storefront specifically for ordering floral arrangements. This process is currently “hands-off” by agency staff as outlined at https://www.abmc.gov/about-us/our-services/flowers-our-sites.
The new electronic store front shall have a focus on integrating Pay.gov for streamlined electronic payment processing. This platform will support efficient and compliant online transactions tailored for our service needs, ensuring a user-friendly experience that meets Federal standards.
Historically, ABMC had approximately 2,500 flower orders annually among its 26 overseas cemeteries (e.g., Europe, Philippines, Tunisia, etc.). A key target purchaser/customer of this storefront is American individuals and groups wishing to place flowers at a headstone at one of ABMC’s cemeteries. Please see: https://www.abmc.gov/cemeteries-memorials.
Objectives
1. E-Commerce Storefront Development Contractor shall build a responsive, intuitive, and accessible e-commerce website, allowing customers to easily select and order floral arrangements. The site shall submit order forms to local florists via email for fulfillment, process payment with pay.gov, and provide order updates and tracking mechanisms. This site will deliver an optimized user experience across both desktop and mobile devices. ABMC is currently using Dynamics 365 and WordPress (anticipated launch in March 2025) and would prefer to use either of these tools for this purpose, if possible. We welcome discussions on other potential ideas.
2. Government Payment Integration Contractor shall integrate Pay.gov as the primary payment processor to facilitate secure and compliant online transactions. Our team will ensure the payment process adheres to all federal guidelines and security requirements, including data privacy and transaction integrity standards.
3. Compliance and Security The design will align with Executive Orders and federal compliance standards, including ADA accessibility, cybersecurity, and applicable federal e-commerce regulations. Contractor shall conduct comprehensive testing to confirm security, reliability in payment processing, and overall usability.
4. Custom Features and Reporting Contractor shall develop necessary features for managing floral orders, including inventory tracking and customer order histories. Additionally, Contractor shall incorporate reporting tools to monitor and manage sales, transaction statuses, and user insights, supporting ongoing process improvements.
5. Operations and Maintenance Contractor shall provide a base performance period and up to four option years supporting all technical aspects of the storefront and pay.gov integration, including making integration changes from new versions of pay.gov.
