About this opportunity
The U.S. Department of Agriculture's Forest Service is seeking small businesses to provide general road and civil construction services for the Green Mountain National Forest (GMNF) in Vermont. The upcoming solicitation will establish multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for road and transportation-related repair and construction work. Contractors must be actively registered in the System for Award Management (SAM) and will be responsible for providing management, project administration, quality control, labor, equipment, and materials to complete project work. The solicitation will be published on SAM.gov on or around June 2, 2025, with responses due by May 29, 2025. Prospective offerors will need to download the complete solicitation package directly from SAM.gov, with no hard copies being provided.
The contract opportunity is a total small business set-aside with a North American Industry Classification System (NAICS) code of 237310 and a Small Business Administration size standard of $45 million. The IDIQ contracts will have a shared ceiling of $10 million and an ordering period of five years from the award date or until the ceiling is reached. Initially, two task orders are anticipated, with the first construction task order estimated between $25,000 and $100,000. Contractors should be prepared to work on road and civil engineering construction projects throughout the Green Mountain National Forest, with the understanding that no reimbursement will be provided for costs associated with preparing proposal responses. The multiple award approach suggests that several qualified small businesses may receive contract awards to support the Forest Service's infrastructure maintenance and construction needs.
