About this opportunity
The U.S. Army Contracting Command - Aberdeen Proving Ground is seeking to procure GlyphWorks Software Maintenance Renewal services on behalf of the U.S. Combat Capabilities Development Command Chemical Biological Center. This sole source procurement covers commercial-off-the-shelf software license and maintenance support subscriptions for specialized engineering analysis software, including CAE Vibration Fatigue, DesignLife, GPS Display, GlyphBuilder, GlyphWorks packages, VibeSys Base, and nCode Fundamentals. The contract structure includes one 12-month base subscription period and two optional 12-month subscription periods, with awards to be made on a lowest price technically acceptable basis. Offerors must be current participants in good standing with the NASA program and certified by Hottinger Bruel & Kjaer Inc. to sell Enterprise License Agreements to government agencies. Quotations are due by 1:00 PM EST on August 27, 2025, with an anticipated award date of August 30, 2025.
This procurement is being conducted as a sole source acquisition with no set-aside designation, utilizing simplified procedures for certain commercial items under FAR authority. Extensive market research conducted from April to June 2025 across multiple procurement vehicles identified only one potential vendor, SIRC (a small women-owned business), through NASA SEWP as a viable alternative source. The contract will be funded by Fiscal Year 2025 Operations and Maintenance Army funding, with the base period retroactively covering through November 2028. The procurement falls under NAICS code 513210 (Software Publishers) with a size standard of $47 million, and the place of performance is Aberdeen Proving Ground, Maryland. The government has determined that GlyphWorks represents a unique software solution critical for the Data Analysis Center's capabilities, with switching to alternative software potentially resulting in significant productivity losses and training challenges.
