About this opportunity
The Department of State Office of Acquisition Management is seeking a U.S. Small Business to provide Global Peace Operations Initiative Capacity Building Assistance in Malawi, specifically focusing on enhancing the Malawi Defense Force's (MDF) ability to prepare, deploy, and sustain peacekeepers. The contract requires the contractor to deliver pre-deployment training, mentorship, and support services for MDF battalions deploying to UN missions, working in coordination with the British Peace Support Team and the Brazilian government. Key contract objectives include developing MDF's independent training capabilities, executing pre-deployment training for two battalions headed to the Democratic Republic of the Congo, and providing instructor development courses. Prospective offerors must submit questions by September 4, 2024, at 10:00 AM EDT, with full proposals due by September 27, 2024, at 12:00 PM EDT. All responsible vendors registered in the System for Award Management (SAM) will be evaluated for responsiveness and technical compliance.
The solicitation is a 100% Small Business set-aside with a base period of one 12-month contract and three potential one-year option periods. Performance will primarily occur in Malawi, specifically in locations like Salima, Mzuzu, and Chitkala Hills. The contract will utilize a hybrid pricing structure with firm-fixed price and cost-reimbursement components, covering personnel services, Defense Base Act insurance, airfare, task mobilization, training support equipment, and other direct costs. While specific award value is not explicitly stated, the contract includes detailed pricing for various labor categories such as in-country team lead, senior specialty trainers, and technical trainers. The scope of work encompasses eight primary tasks, including in-country training preparation, pre-deployment training mentorship, a lessons learned workshop, and procurement of necessary training equipment to support the MDF's peacekeeping capabilities.
