About this opportunity
The United States Coast Guard (USCG) is seeking to replace its obsolete Global Navigation Satellite Systems (GNSS) receivers with a new receiver and antenna set to support electronic navigation and Aids to Navigation (AtoN) requirements for its fleet of cutters and boats. This Request for Information (RFI) is designed to conduct market research and identify potential solutions for recapitalizing the USCG's Position, Navigation, and Timing (PNT) hardware. Interested vendors are required to complete an attached questionnaire and provide relevant technical datasheets, demonstrating their capability to meet the USCG's technical specifications. The RFI response deadline is May 15, 2025, at 11:00 AM Eastern, with submissions to be sent electronically to Danielle Beavers-Rose and Victoria Jones. Vendors must be registered in the System for Award Management (SAM) database and are encouraged to showcase their technology's qualifications and experience in meeting the specified requirements.
The anticipated NAICS Code for this opportunity is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing), with a Product Service Code of 5840 for Radar Equipment. There are no specific set-aside designations for this procurement, and the previous related contract (HSCG44-16-C-001043) was for a Differential Global Positioning System that expired in September 2022. While no specific award value is mentioned, the draft technical specification indicates potential requirements including horizontal position accuracy within 2m, support for multiple satellite constellations, and compliance with rigorous technical standards like IEC 60945 and IEC 61108-1. The USCG is seeking a solution with a minimum one-year commercial warranty, anti-jam capabilities, and the ability to be deployed across its fleet of cutters and boats. Vendors should note that this RFI is purely for information gathering and does not guarantee a future contract award.

Requirement: The United States Coast Guard (USCG) uses Global Navigation Satellite System (GNSS) receivers to provide accurate and secure Position, Navigation, and Timing (PNT) service to USCG cutters and boats. The USCG requires a new GNSS receiver and antenna set to support electronic navigation at sea and Aids to Navigation (AtoN) requirements. The existing GNSS receivers are unable to meet new PNT requirements and the hardware is obsolete and no longer supportable. A complete recapitalization is necessary to ensure the hardware is available to meet requirements. The GNSS recapitalization project seeks to replace the outdated equipment with newer, supportable components to sustain and improve PNT service for the USCG fleet.
Interested vendors can complete Attachment 1 - Questionnaire and email the completed form (and datasheets, if available) to Danielle.Beavers-Rose@uscg.mil and Victoria.L.Jones@uscg.mil by May 15, 2025 at 11:00 AM Eastern.
A DRAFT Technical Specification for the GNSS is attached and subject to change.
The anticipated NAICS Code for this requirement is 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.
The anticipated Product Service Code (PSC) is 5840 Radar Equipment, Except Airborne.
