About this opportunity

The U.S. Geological Survey, Department of the Interior, seeks an Indefinite Delivery, Indefinite Quantity contract for high-precision Global Navigation Satellite System (GNSS)-capable receivers, with firm, fixed-price quotes due August 26, 2026 at 5:00 p.m. Eastern Time and an anticipated award date of September 9, 2026. This is an unrestricted opportunity with a Women-Owned Small Business set-aside; NAICS code is 334511.

Delivery locations are Anchorage, Alaska; Hilo, Hawaii; Moffett Field, California; Pasadena, California; Seattle, Washington; and Vancouver, Washington. The five-year performance period runs September 15, 2026 through September 15, 2031. The government will place a minimum initial order of $29,000 with a maximum contract value not to exceed $2,999,999. Single order minimums are $29,000 and maximums are $120,000 per order, with firm, fixed-price quotations required for four distinct receiver configurations: (1) receiver with choke-ring antenna and Precise Point Positioning service; (2) receiver with choke-ring antenna without PPP service; (3) receiver with PPP service without antenna; and (4) receiver without antenna or PPP service. Contractors may offer quantity discounts across all five ordering-period years.

GNSS receivers must be multi-frequency, multi-constellation capable with 10 Hz or higher sampling rates, 16 GB minimum industrial-grade internal memory, support for eight independent logging sessions, BINEX streaming (mandatory for real-time data), RTCM3 output, and RINEX v3.02 file format compatibility. Equipment must have one year of demonstrated field deployment history with minimum 20 units in operation and meet or exceed EarthScope performance standards. Physical specifications limit dimensions to 11 inches by 7 inches by 4 inches, weight to 4.4 pounds, operating temperature range from minus 40 degrees Celsius to plus 65 degrees Celsius, and IP65 minimum rating. Evaluation uses trade-off methodology weighing technical capability, past performance, price, and subcontracting plan, with non-price factors somewhat more important than price. Questions were due July 31, 2026; Amendment 1 extended the due date and revised the pricing exhibit.
