About this file
This file is an excerpt containing Questions and Answers and a pricing exhibit from DOI/USGS RFP# 140G0326Q0152 for Global Navigation Satellite System (GNSS) Receivers under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract.
The Questions and Answers section clarifies USGS technical requirements and service expectations. USGS mandates BINEX streaming for real-time data streams and is not equipped to ingest GeoJSON or tracebuf2 formats directly, though GeoJSON file compatibility is available. While USGS may consider more modern protocols such as MQTT 5 in the future, BINEX streaming remains mandatory. The government does not require server-side software for processing, management, or monitoring, nor does it require installation and training services; rather, contractors must provide data in specific formats compatible with USGS's existing data management structure.
Exhibit A presents the pricing template for the five-year IDIQ contract covering four distinct GNSS receiver configurations with separately-priced optional features: (1) GNSS Receiver with GNSS choke-ring antenna and PPP service; (2) GNSS Receiver with GNSS choke-ring antenna without PPP service; (3) GNSS Receiver with PPP service without antenna; and (4) GNSS Receiver without antenna or PPP service. Contractors may offer quantity discounts. Pricing is required for each configuration across all five ordering period years.

Questions and Answers
1. Which is USGS’ preferred choice for the real-time data stream between GeoJSON and tracebuf2?
We are not equipped to ingest either of these formats as streams directly into our acquisition system but we do work with GeoJSON files. We do not use tracebuf2 in any capacity. In any case, BINEX streaming is mandatory.
2. Will USGS consider adopting MQTT 5 or other protocols that are suited for low-bandwidth networks?
We may be open to more modern formats in the future but for the time being, BINEX streaming is mandatory.
3. Does the government require office software for processing, managing, and monitoring the data?
We do not require server-side software for processing or management. We require the specific formats detailed so they can be integrated into our existing data management structure.
4. Does the government require installation and training services?
We do not require installation or training services.
