The U.S. Geological Survey is conducting market research to identify qualified vendors for high-precision, multi-frequency GNSS receivers capable of monitoring surface deformation and detecting ground motions to assess critical hazards to public safety, with responses due July 6, 2026 by 1700 hours Eastern Time.
This is a sources-sought announcement and request for information only; the government is not committed to award a contract. NAICS 334511 applies, with a size standard of 1,350 employees. All responsible sources may submit capability statements and relevant literature limited to 10 pages detailing ability to meet attached technical specifications (currently under development, 7 pages).
The receiver must simultaneously track all openly available signals on GPS, GLONASS, and SBAS constellations, with desired capability for Galileo, BeiDou, QZSS, and IRNSS. Key observables include unsmoothed pseudo-range, signal-to-noise ratio (0.1 dB*Hz or better), Doppler, and carrier phase measurements (0.001 cycle or better) at minimum 10 Hz sample rate. The unit must track to 0 elevation angle, support simultaneous logging at multiple sampling rates (15 samples/sec and 10 Hz), and provide archival-quality output in BINEX format. Physical specifications require dimensions not exceeding 11" L × 7" W × 4" H, weight under 4.4 lbs, operating temperature range −40°C to +65°C, and IP65 minimum rating (IP68 preferred). Power consumption must not exceed 5 watts with all options enabled. The receiver must demonstrate minimum one-year field deployment history as specified and performance matching or exceeding EarthScope Plate Boundary Observatory standards. Strong preference is given to proposals with no ongoing costs for options, error correction services, or firmware upgrades.

Global Navigation Satellite System (GNSS) Receivers
This sources sought announcement is not a request for quote or proposal and the Government is not committed to award a purchase order or contract pursuant to this announcement. The information resulting from this market research is simply for planning purposes to assist the Government in determining its acquisition strategy. The Government will not pay for any costs incurred in the preparation of information for responding to this notice.
The U.S. Geological Survey (USGS) is conducting market research to determine the availability of a qualified business that can provide high-precision, multi-frequency global navigation satellite system (GNSS) receivers in accordance with the attached technical specifications (undergoing development, 7 pages) for monitoring surface deformation and detecting ground motions (both small and large) to assess critical hazards to public safety over time scales spanning seconds to years.
The North American Industry Classification System (NAICS) code NAICS 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing, associated size standard of 1350 employees applies to this announcement.
All responsible sources may submit a capability statement and relevant literature detailing the ability of fully meeting the requirement as described in the attached technical specifications. All responses shall be limited to 10 pages.
