About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking a cloud-based freight analysis subscription service to support its Logistics Analysis Office (LAO). The service must provide comprehensive, real-time and historical freight market data across multiple transportation modes including truckload, intermodal, rail, ocean, and air freight. Key objectives include enabling FEMA to optimize logistics operations through benchmarking freight spend, analyzing carrier service performance, and forecasting future rates and capacity. The system must integrate data from diverse sources such as Electronic Tenders, Transportation Management Systems, Electronic Logging Devices, and U.S. Customs and Border Protection. Responses to this Request for Information (RFI) are due by February 7, 2025, with questions required to be submitted by February 5, 2025, and the government emphasizes that this RFI is solely for market research purposes and does not constitute a commitment to procurement.
The solicitation does not specify a specific set-aside designation and does not mention current incumbent contractors. The contract will require seven annual licenses for the freight analysis system, with an initial one-year base period from May 1, 2025 to April 30, 2026, and options to extend the contract for three additional one-year periods through April 30, 2029. While specific budget ranges are not explicitly detailed, the system must provide 24/7 access to freight market data, visualization capabilities, and support for benchmarking and logistics optimization. The contractor will be expected to provide initial training within one week of award and conduct quarterly retraining sessions, with help desk support available Monday through Friday during standard business hours and optional surge support during disaster response scenarios. The procurement falls under NAICS category 513210 (Software Publishers) and PSC code 7A21 for Business Application Software.
