About this opportunity

U.S. Customs and Border Protection, under the Department of Homeland Security, is soliciting quotes for a biometric facial comparison solution to modernize Global Entry processing at 38 international airport terminals, with quotes due September 17, 2026 at 2:00 PM ET. This is a firm-fixed-price commercial items procurement under FAR Part 12 (Revolutionary FAR Overhaul), not set-aside for small business.

Place of performance spans 38 international airport terminals across the United States and subordinate preclearance facilities in Canada (Toronto Pearson Terminals 1 and 3, and Vancouver International). The solution must capture facial images of travelers in continuous motion, integrate with CBP's Traveler Verification Services (TVS) platform, and process up to 3,500 passengers per day per installation with 99 percent operational reliability, a maximum 5 percent no-facial-match rate, and 99 percent photo capture rate. The contractor must design and furnish the complete archway structure, lighting, cabling, software, and integration support; installation must begin within 30 days of award at a rate of two installations per week. The contractor is responsible for all components, labor, electrical circuits, data cabling, airport permits, union labor where required, freight, and import duties for Canadian sites. The government will provide CBP network-approved servers, switches, facility access, and TVS interface specifications. Support services must operate 24/7 with one-hour response time and 24-hour on-site response if needed. The contract term runs September 30, 2026 through September 29, 2027, with no option years.

Award will be made on a best-value basis considering mandatory oral presentations covering technical approach, delivery capability, and past performance (up to three relevant projects), evaluated September 21–22, 2026. Price quotes are due at the time of each quoter's scheduled presentation. Quoters must submit an email confirming participation by September 17. The NAICS code is 541519, Other Computer Related Services; PSC is 6350. Amendment A0001, posted September 17, incorporated an updated Questions and Answers attachment and FAR clause 52.225-5 on Trade Agreements; all other terms remain unchanged.
