About this opportunity
The U.S. Geological Survey is conducting market research to determine the availability of qualified vendors capable of providing a global class research vessel equipped to launch ROV Jason, with responses due by August 6, 2026 at 1700 Pacific. This is a sources sought announcement for planning purposes only; the Government is not committed to award and will not reimburse response costs.
The vessel must support seafloor geodetic benchmark operations offshore northern California in the Cascadia subduction zone at approximately 3,100 meters water depth during calendar year 2027. The Government prefers the R/V Revelle or similar U.S. research vessel equipped with heavy-lift overboard handling systems, dynamic positioning capability for deep-water operations exceeding 3,000 meters, and a dedicated Jason control van staffed with pilot, engineer, navigator, and science stations. The vessel must provide a data center compatible with ROV Jason for real-time video, sonar, and sensor data transmission.
Operations will serve as an add-on to National Science Foundation cruises led by the Scripps Institute of Oceanography. Award determination will weigh experience with similar scientific work, workspace accommodations, equipment deployment methodology, and equipment operation capability on comparable platforms; cost alone is not the sole evaluation factor.
Responses must be submitted by email to tracy_huot@ios.doi.gov in their entirety; hardcopy and SAM submissions will not be accepted. The applicable NAICS code is 532411 (Commercial Air, Rail, and Water Transportation Equipment Rental and Leasing) with a size standard of $45.5 million.
