About this opportunity
The National Heart, Lung, and Blood Institute (NHLBI) intends to award a sole-source purchase order to the British Heart Foundation for operational, logistical, and administrative management of the Global Cardiovascular Research Forum during fiscal year 2026, with responses due by September 22, 2026 at 12:00 PM ET.
The sole-source justification rests on the British Heart Foundation's role as the primary organizer and administrative lead of the forum, holding proprietary operational infrastructure, authority, and unique capability to oversee Expression of Interest applications, coordinate international funder communications, and execute logistics and meeting management. No other entity possesses the requisite access or functional capability to perform these services.
The forum convenes 12 major cardiovascular research organizations across nine countries multiple times per calendar year to accelerate transformative research in heart, stroke, and circulatory diseases, advance clinical trial collaboration, and improve cardiovascular health globally. The contractor shall coordinate workshop planning, scheduling, meeting logistics, communications, and administrative functions; support international partner coordination and maintain collaboration continuity; and enable scientific exchange and multinational clinical trial discussions. Performance locations vary based on which organization hosts each meeting. The period of performance is three months from award.
NHLBI's Division of Cardiovascular Sciences will determine acceptance based on successful NHLBI participation in the forum. Invoices shall be submitted monthly to the Department of Treasury's Invoice Processing Platform and NHLBIContractsBranchB@mail.nih.gov no later than 10 business days after each billing cycle. The procurement is conducted under FAR Part 12 for commercial products and services. All offerors must maintain active SAM.gov registration and provide unit price, list price, shipping and handling costs, delivery period, prompt payment discount terms, F.O.B. point, UEI, TIN, and business size certification. Responses should be submitted electronically to noelle.decenzo@nih.gov.
