Notice of Intent to Sole Source
Solicitation Number: 7436884 Solicitation Type: Sole Source (Non-Competitive) Title: Global Cardiovascular Research Forum NAICS / Size Standard: 541990/ $19.5M
Introduction
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO
AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL AND OPEN
COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to British Heart Foundation to provide Global Cardiovascular Research Forum to the Division of Intramural Research in accordance with the following information.
Background Information
The Division of Cardiovascular Sciences (DCVS) within the National Heart, Lung, and Blood Institute (NHLBI) participates in the Global Cardiovascular Research Forum (GCRF), an international collaboration of leading heart organizations committed to accelerating transformative research in heart, stroke, and circulatory diseases. Through this forum, NHLBI contributes to coordinated multinational efforts to identify research priorities, advance clinical trial collaboration, and promote strategies to improve cardiovascular health in the United States and globally.
Purpose and Objectives
The purpose of this acquisition is to provide operational, logistical, and administrative management of the Global Cardiovascular Research Forum during FY26. This support ensures the National Heart, Lung, and Blood Institute (NHLBI) can maintain active international collaboration, shape multinational clinical trial discussions, and advance global cardiovascular health research.
Contractor Requirements
The Contractor shall provide the following services:
• Provide operational and logistical support for FY26 workshops, meetings, and related Forum activities.
• Coordinate workshop planning, scheduling, meeting logistics, communications, and administrative functions across the fiscal year.
• Support the convening of international partners and maintain continuity of collaboration across Forum activities.
• Enable timely scientific exchange, joint planning, and multinational clinical trial discussions through effective coordination.
• Provide the management infrastructure necessary for NHLBI’s meaningful participation in the Global Cardiovascular Research Forum and its global cardiovascular research mission.
Sole Source Justification
The British Heart Foundation (BHF) is the primary organizer, and administrative lead of the Global Cardiovascular Research Forum (GCRFF). As the central governing body, BHF uniquely possesses and maintains the proprietary operational infrastructure required to manage the forum's core functions. BHF is the only entity with the authority and capability to oversee the submission and review process for Expression of Interest (EOI) applications for multinational cardiovascular clinical trials, coordinate direct communications among international funder organizations, and execute total logistical and meeting management for all GCRFF sessions. Because these administrative and organizational framework systems are proprietary to and operated exclusively by BHF, no other commercial vendor or organization possesses the requisite access, operational authority, or functional capability to perform these services.
Disruption of this award would jeopardize ongoing multinational clinical trial coordination, restrict NHLBI's ability to leverage global scientific expertise, and diminish the U.S. government's capacity to shape international cardiovascular research priorities.
