About this file

This is a Statement of Work (SOW) for the Global Cardiovascular Research Forum project under the National Heart, Lung, and Blood Institute (NHLBI), Division of Cardiovascular Sciences. The project requires operational and logistical support for the British Heart Foundation to manage the Forum's workshops, meetings, and related activities during FY26. The Forum convenes 12 major cardiovascular research organizations across nine countries multiple times per calendar year to accelerate transformative research in heart, stroke, and circulatory diseases, advance clinical trial collaboration, and improve cardiovascular health globally.

The contractor's primary responsibilities include providing operational and logistical support for FY26 workshops and meetings; coordinating workshop planning, scheduling, meeting logistics, communications, and administrative functions throughout the fiscal year; supporting the convening of international partners while maintaining collaboration continuity; and enabling timely scientific exchange and joint planning for multinational clinical trial discussions. The period of performance is three months from award, with performance locations varying based on which global cardiovascular health organization hosts each meeting. Acceptance is determined by NHLBI's successful participation in the Forum. Invoices shall be submitted monthly on a two-way or three-way basis to the Department of Treasury's Invoice Processing Platform (IPP) at https://www.ipp.gov and NHLBIContractsBranchB@mail.nih.gov no later than 10 business days after each billing cycle, billed at rates according to the Contract Line Item Numbers specified in the Schedule of Items. All security, confidentiality, privacy, and compliance standards must be maintained throughout performance.

Statement of Work (SOW)

1. Project Title

Global Cardiovascular Research Forum

2. Introduction and Background

The Division of Cardiovascular Sciences (DCVS) within the National Heart, Lung, and Blood Institute (NHLBI) participates in the Global Cardiovascular Research Forum (GCRF), an international collaboration of leading heart organizations committed to accelerating transformative research in heart, stroke, and circulatory diseases. Through this forum, NHLBI contributes to coordinated multinational efforts to identify research priorities, advance clinical trial collaboration, and promote strategies to improve cardiovascular health in the United States and globally.

3. Statement of Need and Objectives

To sustain NHLBI’s effective participation in this collaboration during FY26, funding is needed for the British Heart Foundation’s operational and logistical management of the Forum’s workshops and meetings. The British Heart Foundation serves a central coordinating role for the Forum by organizing workshop planning, scheduling, meeting logistics, communications, and related administrative functions across the fiscal year. These activities are essential to convening international partners, maintaining continuity of collaboration, and enabling timely scientific exchange and joint planning.

Without this support, NHLBI’s ability to engage fully in the Forum’s activities would be significantly limited, reducing opportunities to shape multinational clinical trial discussions, leverage international scientific expertise, and contribute to coordinated approaches for addressing major cardiovascular health challenges. Funding for the British Heart Foundation’s management and support is therefore necessary to ensure NHLBI can participate meaningfully in the Global Cardiovascular Research Forum and advance its mission to improve cardiovascular health through global scientific collaboration.
