About this opportunity
The Department of State's Office of Acquisition Management, through the Bureau of Administration's Office of Logistics Management, is seeking vendors capable of designing and manufacturing durable, preprinted barcode labels for asset tracking across overseas posts and domestic bureaus. Prospective contractors must hold active GSA Schedule contracts and meet NAICS code 323111 (commercial printing) and Product Service Code 7690 requirements, demonstrating proven technical capability in barcode label manufacturing. The asset tags must be 0.75-inch square labels manufactured from white polyester with glossy lamination and adhesive capable of adhering to multiple surfaces in diverse climates ranging from tropical to polar environments. The tags must include 2D data matrix encoding with color ID, tag number, and security key information, with optional color stripe designations. Responses to this Sources Sought Notice must be submitted by Noon EST on Monday, March 16, 2026, to the Contracting Officer and Contract Specialist via email.
This procurement is designated as a Total Small Business set-aside, limiting competition to certified small business entities. The Government anticipates awarding a single Blanket Purchase Agreement with an estimated ceiling of $627,000, including all options, structured as a one-year base period with four one-year renewal options. No incumbent contractor is identified in the pre-solicitation materials. Key deliverables include a kickoff meeting within 20 days of award, quarterly detail order fulfillment reports, and monthly activity reports as requested, with the vendor required to designate a dedicated account manager and maintain global tracking systems to prevent tag duplication. The specific quantity of asset tags to be ordered has not been disclosed in the pre-solicitation notice.
