About this opportunity
The National Park Service Alaska Region seeks replacement of two fuel dispensers with installation and integration services at Bartlett Cove, Glacier Bay National Park, with quotes due June 11, 2026 and questions due May 20, 2026. The procurement is set aside for small business entities, with NAICS 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing) and a 750-employee size standard.
Place of performance is Glacier Bay National Park and Preserve, Gustavus, Alaska. The contractor must remove and replace one marine fueling dispenser at the fuel dock and one shore-side vehicle fueling dispenser, furnish all personnel, materials, and equipment, obtain all required permits, and integrate new dispensers with the park's existing FuelMaster fuel management system. New dispensers must meet minimum specifications: twin-hose configuration, electronic display, 20–25 gallons per minute flow rate, UL/cUL listed, 0.5 percent metering accuracy, 115/230 VAC single-phase operation, and operating range of minus 20°F to 120°F. Marine unit panels must be stainless steel; shoreside units may be stainless steel or anodized aluminum. Under-dispenser containment must comply with Alaska Administrative Code 18 AAC 78. Work is accessible year-round; shoreside dispenser may be shut down for up to three days, dockside for up to four days. Fueling system shutdown is prohibited Memorial Day through Labor Day, 8 a.m. to 6 p.m. The contractor must isolate fuel piping using existing isolation valves, capture product to prevent spillage, and maintain a one-year minimum warranty on installation. Performance runs June 1 through October 31, 2026, with all work completed by November 1, 2026.
Department of Labor Wage Determination 2015-5685 Rev 28 applies. Award will be a firm fixed price purchase order using best value methodology with trade-offs. Vendors must provide evidence of at least three prior successful similar equipment deliveries, relevant licenses and qualifications, and brand name and specifications of pump units. Funds are not presently fully available; no award will be made until funding is available. Contact: Ronald Bunch, Ronald_bunch@ios.doi.gov; Technical Representative: Daniel Sprague, Daniel_sprague@nps.gov, 907-697-2698. Amendment 01, issued May 28, extends the quote closing date to June 11 at 5:00 p.m. Eastern Time and provides answers to vendor questions and technical drawings.
