Most existing piping is unionized with flange connections. The dock dispenser hose is approximately 165 feet long, with the scope limited to the valving on the floating dock.

QUESTIONS & ANWERS

140P9726Q0033 Amendment 01

Q1. Are site visits permitted for interested vendors & potential subcontractors, and if so, what the coordination process would be?

A1. Yes, site visits can be coordinated with the following park staff:

Q2. Are there any additional drawings or technical documents available beyond those included in the solicitation package?

A2. Yes, see attached.

Q3. Please confirm that the project site will be accessible for work between 9/8-10/31 and the allowable work hours for that duration.

A3. Yes, site is accessible year around.

Q4. Will multi-day outages of the fuel system be allowed between 9/8-10/31?

A4. The park will allow up to 3 days shutdown for the shoreside dispenser, if the vendor has an alternative way of fueling while the dispensers are down then longer times would be acceptable. The dockside dispenser may be shut down for up to 4 days.

Q5. What, if any, special permits are required for working in the national park? In addition to UST and fuel systems work, potential activities include electrical, welding, and excavation.

A5. No permits are required for electrical work. Welding requires a hot work permit from the park, any welding inside or near the fueling systems will require an approved safety plan with mitigations. Both dispensing units are connected via unions. Excavation work requires notice and a park monitor.

Q6. Please provide civil, mechanical, and/or electrical drawings of the following.

A6. See attached drawings, all provided information shall be field verified.

o UST fuel tank;

o ATG system associated with the UST;

o Piping configuration to/from the UST, both Fuel Master units, and the associated marine and shore-side dispensers;

o “UDC” at each dispenser location; and o Metal platforms upon which each dispenser and Fuel Master sit

Q7. The project description of tasks (p. 3) says: “The Contractor shall…Disconnect and secure all fuel lines” and “Remove dispensers and associated components.” Please itemize the scope of “all fuel lines” and “associated components.”

A7. Vendor is to isolate fuel piping from leaking; there are isolation valves at each unit. Any product left between valving and dispensers is required to be captured and not spilled on the ground or to the water. Components of the dispensers include the unit and hoses that are to be demo'd and replaced as per the spec.

Q8. Should the new marine fuel dispenser be stainless steel?

A8. Yes panels/sheathing should be stainless steel on the marine unit. Shoreside may be stainless steel or anodized aluminum.

Q9. The existing Fuel Masters are very old and upgrading them would be highly beneficial to the management, daily operations, and overall safety of this remote fuel system. Do you want a separate proposal for supplying and installing new Fuel Masters to work with the new dispensers and existing infrastructure?

A9. Existing Fuel Masters currently work fine, no intention of repair or unnecessary upgrades unless found to be needed.

Q10. Please clarify usage of the term “UDC” as it relates to existing infrastructure. Photos of the dispenser locations show only stands rather than sumps/containment devices (the traditional definition of UDC).

A10. It is the parks understanding that any new petroleum dispenser system installed on or after July 25, 2012 requires UDC or any replacement dispenser also requires UDC if piping or equipment beneath the dispenser is replaced. Systems must be compliant with 18 AAC 78 requirements. If this is incorrect then comply with all relevant regulations and provide a citation for park reference.

Q11. Are ADEC-approved, new UDC to be installed at each dispenser if the existing stands are not in compliance with ADEC requirements?

A11. Provided above.

Q12. Please specify the lengths and diameters of all new fuel hoses to be supplied and connected to the new dispensers.

A12. Provided above.

Q13. Should existing hose reels be reused or replaced? Confirm total number of reels to replace and desired specifications of all new reels.

A13. Provided above.

Q14. The two blue fuel hoses at the fuel dock/marine dispenser are extremely long and without any hose management (reels or retractors). Please confirm all details about the new desired configuration of these two hoses. What fuel containment system should be installed at the nozzles/ends of these hoses?

A14. These hoses run from the fuel dispensers down the gangway to a floating dock. They terminate at valve which then connects to hoses on reels above a fuel containment sump. The scope of this project is just to the valving located on the floating dock everything downstream of that is in like new condition.

Q15. Is the large red hose on reel shown in Dock #2 photo part of this scope? If yes, explain its use; where and how it connects to the broader fueling system; hose specs; and whether the hose and/or reel are to be replaced.

A15. No it is outside of the scope of this project.

Q16. Is the large black hose with no reel shown in Shore #2 photo part of this scope? If yes, explain its use; where and how it connects to the broader fueling system; hose specs; and whether the hose and/or reel are to be replaced.

Q17. Please provide serial numbers for both existing Fuel Master Plus units.

A17. Shoreside: 1369, Dock:1368

Q18. How is the fuel pricing shown on the existing dispensers set/changed (i.e. remotely via computer or at the Fuel Master and/or dispenser)? Should this same configuration for setting fuel prices be maintained?

A18. At the Fuel Master and/or dispenser, yes.

Q19. Please specify how each of the existing Fuel Master units accepts payment – Prokee, credit card, and/or other method(s).

A19. Prokee

Q20. For under dispenser containment to be legal, are we able to remove the existing stand and replace with a code complaint above ground under dispenser sump?

A20. Yes

Q21. Please verify that the current dispensers with turbines on the tanks, or if the dispensers are suction pumps with internal pumps? Please take off the lower doors of the existing dispensers and provide pictures?

A21. Pumps are in the pump room on drawings, pictures in this amendment.

Q22. Is existing fuel piping welded, if so, will any new or modified piping to accommodate new compliant under dispenser containment sump and dispenser need to be welded?

A22. Most pipping to dispensers is unionized and valves are flange connections.

Q23. Is replacement of the hose on the on-shore hose reel, or just the hose to the hose reel from the dispenser?

A23. Hose from dispenser to reel.

Q24. What is the length of the existing hose on the dock dispenser?

A24. Is 165’ approximately.
