Replace Fuel Dispensers

April 1, 2026

Introduction: The project work consists of the removal and replacement of two (2) fuel dispensing systems at the Bartlett Cove fuel farm, including one (1) marine fueling dispenser located at the fuel dock and one (1) shore-side fueling dispenser used for fueling vehicles and equipment. Work shall include replacement of all associated dispensing hardware, evaluation and modification of under dispenser containment (UDC) systems, and full integration with the park’s existing fuel management system.

Description of site

The Bartlett Cove fuel farm consists of a multi-tank underground storage system supporting park and concession operations. The facility includes marine and land-based fueling infrastructure and is regulated under Alaska Department of Environmental Conservation (ADEC) requirements.

Existing dispensers are connected to an operational fuel management system and utilize under dispenser containment systems for secondary containment.

Objectives

The Contractor shall furnish all necessary personnel, materials, equipment, and services required to complete the work. The project includes removal of existing dispensers, evaluation and modification of UDC systems, installation of new dispensers and dispensing hardware, and full integration with the existing fuel management system.

All work shall be completed in accordance with this document and all applicable codes and standards. The Contractor shall be responsible for obtaining all required permits and complying with all applicable federal, state, and local regulations.

The Contractor shall take proper safety and health precautions to protect workers, the public, and property. The Contractor shall provide the Government all requested reports, and supporting material developed during the performance of the work. The Contractor shall provide adequate professional supervision and quality control to assure the accuracy, quality, completeness and progress of work. It is the responsibility of the contractor to verify that all the information provided in this solicitation is accurate.

Description of tasks: The work to be completed under this contract consists of the following:

1. Removal of Existing Dispensers

The Contractor shall remove and properly dispose of existing marine and shore-side fuel dispensers, including all associated dispensing hardware such as hoses, nozzles, swivels, and breakaway devices.

The Contractor shall:

• Disconnect and secure all fuel lines

• Disconnect electrical and communication systems

• Remove dispensers and associated components

• Dispose of materials in accordance with environmental regulations

2. Under Dispenser Containment (UDC) Verification and Modification

The Contractor shall inspect and verify the condition and configuration of existing under dispenser containment (UDC) systems.

• Evaluate existing sump dimensions, penetrations, and conditions

• Compare existing UDC footprint to proposed dispenser footprint

• Identify all incompatibilities

The Contractor shall modify or replace UDC systems as required to ensure:

• Full compliance with ADEC regulations

• Proper secondary containment and watertight integrity

• Compatibility with new dispenser footprint and piping

The Contractor is fully responsible for ensuring UDC compatibility. Differences between existing and new dispenser configurations shall be anticipated.

3. Furnish and Install New Fuel Dispensers

The Contractor shall furnish and install:

• One (1) marine fueling dispenser

• One (1) shore-side vehicle fueling dispenser

• Dispensers shall meet the following minimum requirements:

3.1 General Configuration

• Twin-hose configuration supporting dual fueling operations

• Electronic display register for fuel quantity and transaction data

• Flow rate approximately 20–25 gallons per minute per hose

• Compatible with gasoline and/or diesel fuel systems

3.2 Certifications and Compliance

• UL and cUL listed

• Certified for commercial weights and measures accuracy

• Compliant with NFPA 30 and NFPA 30A

• Compliant with ADEC requirements

3.3 Metering and Accuracy

• Positive displacement meter or equivalent

• Electronic calibration capability

• Accuracy of ±0.5% or better

• Integrated totalizer or transaction recording

3.4 Hydraulic and Pumping System

• Integrated pumping unit (gear pump or equivalent)

• Two-stage solenoid valve for controlled dispensing

• Maximum working pressure approximately 50 psi

• Internal fuel piping with minimum 1-inch connections

3.5 Electrical Requirements

• Operates on 115/230 VAC, single-phase, 60 Hz

• Integrated field wiring junction box

• Power loss display retention capability

• Hazardous location compliant components

3.6 Connectivity Requirements

• Two-wire communication capability or equivalent

• Pulse output (dual channel) for fuel system integration

• Compatible with existing fuel management system

3.7 Construction and Materials

• Heavy-duty commercial materials

• Corrosion-resistant materials suitable for marine environments

• Lockable, removable access panels

3.8 Environmental Operating Conditions

• Minimum operating temperature: -20°F or lower

• Maximum operating temperature: 120°F or higher

• Relative humidity range: 20%–95% non-condensing

3.9 Filtration

• Integrated internal filtration system

• Capability for external filtration if required

3.10 Installation Interface

• Standard fuel connections:

o 1.5-inch inlet o 1-inch discharge outlet

• Electrical conduit connections compatible with existing infrastructure

• Footprint adaptable to existing UDC or modified sump

4. Dispensing Hardware Replacement

The Contractor shall furnish and install all new dispensing hardware, including:

• Fuel hoses

• Automatic shutoff nozzles

• Swivels

• Breakaway couplings

All components shall:

• Comply with NFPA 30 and NFPA 30A

• Meet ADEC requirements

• Be rated for marine and vehicle fueling applications

5. Fuel Management System Integration

The Contractor shall ensure full integration of both new dispensers with the park’s existing

FuelMaster system.

The Contractor shall:

• Connect to existing communication and control infrastructure

• Ensure compatibility with authorization and transaction tracking

• Configure and test system functionality

The Contractor shall provide all wiring, interface components, and configuration required for a fully operational system.

6. Installation and System Integration

The Contractor shall:

• Install dispensers aligned with UDC systems

• Reconnect fuel piping, electrical, and communication systems

• Ensure proper grounding and bonding

• Integrate all components into a fully functional system

Installation shall conform to existing system configuration while upgrading to current standards.

7. Testing and Commissioning

• Perform leak detection and pressure testing

• Verify UDC system integrity

• Calibrate dispensers

• Test dispensing hardware

• Verify FuelMaster integration

• Conduct full operational testing

8. Documentation and Reporting

The Contractor shall:

• Submit product data prior to installation

• Provide UDC compatibility verification

• Provide as-built drawings

• Submit testing and commissioning reports

• Provide manufacturer manuals and warranties

General work requirements:

Required Contractor Qualifications:

The Contractor shall have demonstrated experience in fuel system installation, UST systems, and dispenser replacement. The Contractor shall be familiar with ADEC requirements and fuel management system integration.

Site Support: The contractor is responsible for providing written notification to the Contracting

Officer detailing any site support needs that will be requested from the National Park Service

(NPS) in advance of work to allow time for resource coordination. It is the contractor’s responsibility to provide the necessary hardware and equipment to access Government furnished utilities. A public restroom is available at the Visitor Information Station (during regular business hours).

Site Access: Gustavus is accessible by air or water. The park is accessible by road from the

Gustavus airport and AMHS ferry dock. The contractor will be responsible for obtaining and complying with any permits required from the NPS to enter Glacier Bay with a marine vessel.

Park security requires that all work and site visits be prescheduled. A designated Park employee will provide access for contractor’s personnel and be onsite for the duration of the work.

Contractor to secure equipment and tools daily.

Schedule: The Contractor shall coordinate work to minimize disruption to fueling operations.

Shutdown of fueling system will not be allowed from Memorial day through Labor day from

8am until 6pm

Safety: All work shall comply with OSHA regulations (29 CFR 1910 and 1926). The Contractor shall implement spill prevention and fire safety measures.

Traffic Control: N/A

Staging Area/Worksite Timeframes: Establishment of a project camp is not permitted. The contractor is responsible to provide written notification to the Contracting Officer detailing any staging area needs that will be requested from the National Park Service (NPS) in advance of work to allow time for resource coordination. Generally, access to the work sites and assets will be allowed Monday through Friday 07:00 to 17:30. Other times may be allowed with prior written approval from the COR for shutdown periods under the schedule.

Preservation of Natural Features: Confine all operations to work limits of the project, approximate location shown on drawings. Prevent damage to natural surroundings. Do not fasten ropes, cables, or guide wires to existing trees.

Environmental and Cultural Compliance:

The Contractor shall prevent fuel spills and environmental contamination. Any release shall be immediately reported and remediated in accordance with ADEC requirements.

Cleanup: The worksite and any onsite staging areas shall be a neat and workmanlike manner;

trash shall be disposed of daily. Once the work under this project is complete the contractor shall perform a final cleanup of all worksite and staging areas. The contractor shall remove and dispose of all damaged and unused material from site.

Government Furnished Items: N/A

Re-performance of Service: When service performed does not conform to contract requirements, or when service was not performed in a specific area, the contractor shall perform or re-perform the service in conformity with contract requirements at no additional cost to the government.

Non-Payment for Additional Work: Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than an appointed

Contracting Officer, except as may be explicitly authorized, shall be performed at the financial risk of the contractor. Only an appointed Contracting Officer is authorized to bind the

Government to a change in specifications, contract terms, or conditions.

Quality Assurance: Surveillance of contractor performance methods may include inspection, random sampling, or customer input. Violations or contract deficiencies are expected to commence resolution/remedy immediately after identification.

Warranty Period: Minimum one (1) year on installation; manufacturer warranties apply.

Period of Performance: The anticipated period of performance for the resultant contract is from

June 1, 2026 - October 31, 2026. All work must be completed, and deliverables received prior to

November 1, 2026.

Contracting Officer’s Authority:

The Contracting Officer is the only person with the authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to:

(1) direct or negotiate any changes in the Statement of Work or specifications;

(2) modify or extend the period of performance;

(3) change the delivery schedule; or

(4) otherwise change any terms and conditions of this contract.

The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract and not withstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the Contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
