About this opportunity
The National Park Service Intermountain Region seeks removal of approximately 183 tons of settled sludge and inorganic materials from the West Lake Wastewater Treatment Plant at Glacier National Park in West Glacier, Montana, with quotations due July 14 at 10:00 AM Mountain Time. This is a 100% small business set-aside under FAR Part 12, firm fixed price, NAICS 237990 (Dredging) and PSC Z1ND (Maintenance of Sewage & Waste Facilities).
Place of performance is 427 Barn Road, West Glacier, Montana 59936. The main basin has accumulated an average sludge depth of 6.5 feet over 20 years of operation since 2003. Work must remove sludge to 6 inches or less of remaining depth; the NPS will provide a boat for site access and a sludge judge to test depth. All removed liquid materials must be returned to the basins; dried sludge and waste materials must be hauled to an approved local waste management facility outside the park with no on-site disposal. The contractor must protect the HDPE basin liner and all treatment equipment in place. Work must comply with 29 CFR 1910 and 1926 occupational safety standards, Montana DEQ regulations, and park-specific requirements including wildlife protection protocols, invasive species prevention, visitor management, fire prevention, secondary containment measures, and equipment pressure washing at 122°F and 2,900 psi before park entry. All work must be completed within 210 days of contract award; period of performance runs August 3, 2026 through March 5, 2027. Quotations must be submitted in PDF format via email to Sally Leitch (sally_leitch@ios.doi.gov) and include a narrative addressing contractor experience, equipment and procedures, rough work schedule, and two past performance examples from the last three years. Quoters must provide liability insurance of $100,000 per person/$500,000 per occurrence and pricing valid for a minimum of 180 days. Prevailing wage rates apply under the Service Contract Act per Wage Determination 2015-5401 (Flathead County, Montana).
