About this opportunity

The Department of the Air Force Space Command, through the 21st Contracting Squadron at Peterson Space Force Base, is seeking a commercially-available, fully integrated mass notification solution to modernize its disparate and aging Giant Voice and Mass Notification Systems across four critical Air Force installations: Peterson Space Force Base, Schriever Space Force Base, Cheyenne Mountain Space Force Station, and the United States Air Force Academy. The solution must feature a unified IP-based architecture controlled from the Colorado Springs Regional Command Post and must seamlessly integrate with existing emergency communication platforms such as AtHoc. Core requirements include cybersecurity meeting Department of Defense standards with Risk Management Framework Authorization to Operate, operational availability of at least 99.5% with redundant activation paths, and audio output meeting Unified Facilities Criteria 4-021-01 standards for intelligible voice communications. Respondents to this Sources Sought announcement must provide company information, assess the suitability of a Two-Step Commercial Solutions Opening procurement approach, identify applicable small business classifications under NAICS 334290, confirm maintenance service capabilities, and describe relevant government or industry experience with Giant Voice systems. Responses limited to three pages must be submitted by March 27, 2026 at 10:00 AM Mountain Time to the listed contracting officers; this is a market research announcement only and does not constitute a government commitment or obligation for reimbursement.

This pre-solicitation notice does not utilize any set-aside designations and does not identify any current contractors or incumbents, as the government is conducting preliminary market research to gauge potential source capability. The announcement does not specify an award value or budget range, though respondents are requested to provide a rough order of magnitude and estimated duration for the initial modernization installation phase to inform the government's planning. The existing infrastructure across the four installations is highly heterogeneous, featuring analog Whelen systems at Peterson Space Force Base, digital Federal Commander systems at Schriever Space Force Base, IP-based Valcom systems at Cheyenne Mountain Space Force Station, and mixed analog infrastructure with fiber optic components at the United States Air Force Academy, collectively encompassing multiple buildings, towers, and speaker arrays that will require comprehensive integration into a unified solution. The two-step procurement approach being considered suggests the government intends to leverage commercial off-the-shelf solutions rather than custom development, potentially expediting the modernization timeline across these four geographically dispersed facilities.
