About this file
This is a Sources Sought announcement issued by the 21st Contracting Squadron at Peterson Space Force Base for the modernization of Giant Voice and Mass Notification Systems across four Air Force installations: Peterson Space Force Base, Schriever Space Force Base, Cheyenne Mountain Space Force Station, and the United States Air Force Academy.
The Department of the Air Force seeks a commercially-available, fully integrated mass notification solution with a unified IP-based architecture controlled primarily from the Colorado Springs Regional Command Post. Core capabilities required include: seamless integration with existing emergency communication platforms such as AtHoc; cybersecurity designed to meet Department of Defense requirements and achieve Risk Management Framework Authorization to Operate; operational availability of at least 99.5% with redundant activation paths; and audio output meeting or exceeding Unified Facilities Criteria 4-021-01 standards for intelligible voice communications. Interested sources must provide company information including name, address, CAGE code or UEI, and point of contact; assess the suitability of a Two-Step Commercial Solutions Opening procurement approach and timeline requirements; identify small business classifications under NAICS 334290; confirm capability to provide maintenance services; describe relevant government or industry experience with Giant Voice systems; and provide estimated duration and rough order of magnitude for the initial modernization installation phase and guidance on Contract Line Item Number structure. Responses are limited to three pages and must be received by 27 March 2026 at 10:00 AM Mountain Time via email to Tiffany Harley, Brittney Rosenbaum, and Andrew Toal. No commitment by the government is represented, and no evaluation letters or reimbursement for response costs will be provided.

Sources Sought Giant Voice Modernization
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY
This notice DOES NOT constitute a Request for Proposal (RFP), Request for Quotation (RFQ), Invitation for Bid (IFB) or solicitation nor does it represent any commitment by the government.
Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No reimbursement will be made for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. All responses shall comply with the criteria established in this document to be considered for review.
Purpose:
The 21st Contracting Squadron at Peterson Space Force Base (PSFB) is conducting market research to determine interest and capability of potential sources. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
Area of Interest:
The Department of the Air Force requires a comprehensive and innovative solution to modernize its disparate and aging Giant Voice (GV) and Mass Notification Systems (MNS) across four critical installations: Peterson Space Force Base (SFB), Schriever SFB, Cheyenne Mountain Space Force Station (CMSFS), and the United States Air Force Academy (USAFA).
The current systems lack a unified, IP-based architecture, posing challenges to centralized command and control, interoperability, and cybersecurity resilience. The absence of a common operating platform limits the ability to deliver seamless, timely, and intelligible emergency notifications to all personnel across these key locations. Reference Attachment 1 for the current equipment in place to support this system across each installation.
Therefore, the Department of the Air Force is seeking a commercially-available, state-of-the-art solution that can provide a fully integrated, secure, and reliable MNS. The desired solution would consist of the following core capabilities:
• Unified, IP-Based Architecture: A single, cohesive system that consolidates control and management of all indoor and outdoor alerting devices across the four installations, controlled primarily from the Colorado Springs Regional Command Post (CSRCP).
• Enhanced Interoperability: Seamless integration with existing emergency communication platforms, including AtHoc, to create a multi-layered notification ecosystem.
• Cybersecurity by Design: A system designed to meet stringent Department of
Defense (DoD) cybersecurity requirements and achieve a Risk Management Framework (RMF) Authorization to Operate (ATO).
• High Availability and Reliability: An operationally available system (at least 99.5%) with redundant activation paths to ensure functionality during critical events.
• Superior Intelligibility: Audio output that meets or exceeds the standards of Unified
Facilities Criteria (UFC) 4-021-01 for clear and intelligible voice communications.
Following the review of the requirement and existing infrastructure (Attachment 1), please provide the following in your response:
1. Name, address, CAGE code or UEI, and POC for your company.
2. Would a Two-Step Commercial Solutions Opening (CSO) as allowed under DFARS 212 be an advantageous way for the Government to obtain a solution for this requirement?
a. How long would your company need to provide a white paper and rough order of magnitude (ROM) in response to a CSO? If your white paper was selected how long would your company need to provide a proposal?
b. What additional information (if any) would you require in order to provide a white paper?
3. Specify your business type, does your company fall under any small business concerns under NAICS 334290? List all that apply. (small disadvantage business, 8(a) certified small, disadvantaged business, HUBZone small business, women-owned small business, veteran-owned small business, service-disabled veteran-owned small business)
4. Do you agree with the NAICS Code classification of 334290 – Other Communications
Equipment Manufacturing? Or would you suggest another more suitable to the requirement?
5. If your company is capable to complete this requirement for the modernization of the existing system, are you also capable of providing the necessary maintenance as well?
6. Does your company have any Government or Industry experience accomplishing this type of work in support of Giant Voice systems?
7. Could you provide an estimated range for projected duration and a ROM for the initial modernization installation phase across all installations?
8. Could you offer guidance on Contract Line Item Number (CLIN) structure for this project and if options or phasing between the installations would be appropriate?
Please limit responses to no more than 3 pages. All responses shall be received by 27 March 2026 @ 10:00 AM Mountain Time. Send responses via email to Contract Specialist, Tiffany Harley at tiffany.harley.2@spaceforce.mil, Deputy Flight Chief, Britt Rosenbaum at brittney.rosenbaum@spaceforce.mil and Flight Chief, Andrew Toal at andrew.toal@spaceforce.mil
