About this opportunity

The Department of the Air Force Global Strike Command is conducting market research for a Giant Voice (GV) System expansion project at Francis E. Warren Air Force Base in Wyoming. The procurement seeks a contractor to provide comprehensive engineering, design, and testing services for installing two new outdoor GV towers and associated controllers. The project requires designing a communication system that meets specific performance requirements, including interactive mapping, diagnostic capabilities, and emergency alert functionality. Interested parties are invited to submit responses to a detailed response form by May 16, 2025, at 1000 Mountain Standard Time, with all communications to be sent electronically to specified Air Force contact emails. The market research aims to determine potential small business sources and will inform the future acquisition strategy, which may result in either a small business set-aside or full and open competition.

The contract uses the North American Industrial Classification System (NAICS) code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a small business size standard of $12.5 million. The project has a maximum performance period of 180 calendar days and involves upgrading existing communication infrastructure, including installing new siren control units, speaker arrays, VHF radios, and system encryption capabilities. No specific incumbent contractor is mentioned, and this is explicitly a sources sought notice that does not constitute a formal solicitation or guarantee of contract award. The procurement will focus on technical capabilities such as solar-powered components, zone-specific and base-wide alert activation, and compliance with emergency communication protocols. Potential contractors will be evaluated on their ability to meet the technical specifications outlined in the draft Performance Work Statement and their responses to specific market research questions.
