About this opportunity

The Defense Logistics Agency is seeking an Indefinite Delivery Indefinite Quantity (ID/IQ) contractor to provide storage and rotation services for approximately 68,671 unfinished germanium (GE) wafers held in the National Defense Stockpile for use in photovoltaic solar cells supporting National Security Space applications. The contractor must maintain precise storage conditions for both 100mm and 150mm germanium wafers, including temperature control between 5°C and 38°C, relative humidity not exceeding 85%, and secure warehouse storage in rack-type configurations, with the capability to pull, pack, and ship wafers within twenty-four hours of notification. Key contract requirements include developing and implementing a Quality Control Plan with independent third-party verification, maintaining monthly progress reports, complying with ASTM and SEMI testing standards, and potentially rotating up to 50% of the 4-inch wafer inventory annually with replacement wafers meeting specifications from space-qualified manufacturers. Evaluation will be conducted using the Lowest Price Technically Acceptable (LPTA) methodology across three factors: Technical Approach (addressing storage, inventory management, material specifications, packaging, deliverables, sampling/testing, and facility capability), Past Performance (evaluated based on recency within three years and relevancy), and Price. The proposal deadline is April 24, 2026, at 5:00 PM EST, with questions due by April 3, 2026, and submissions must be made to DCSO-F2contracting@dla.mil.

This is a full and open competition acquisition with no set-asides, restricted to companies registered in the System Award Management (SAM) under NAICS code 334413 (Semiconductor and Related Device Manufacturing) with a size standard of 1,250 employees. The total estimated award value is $719,089.04 across the five-year contract period, structured as one twelve-month base period followed by four optional twelve-month periods commencing July 1, 2026, through June 30, 2031. Contractors may submit pricing for a range between 213,000 kg and 402,391 kg of indium, with the government reserving the right to award less than the maximum quantity or make multiple awards. The solicitation requires pricing for storage services during the base period and each option period, as well as rotation and exit strategy services spanning the entire five-year contract period. Services will be performed at the contractor-owned and contractor-managed facilities, with the government furnishing the existing wafer inventory within thirty calendar days of contract award and all payment processing handled through the Wide Area Work Flow (WAWF) system on Net 30 terms.
