About this opportunity
The Air Force Sustainment Center seeks geotechnical engineering services for the 76th MXSG unit at Tinker Air Force Base, Oklahoma, with quotations due October 23, 2026 at 3:00 PM CDT. The procurement is a total small business set-aside.
Place of performance is Tinker Air Force Base, Oklahoma City, Oklahoma. Work includes mobilization and coordination of underground utility locating, field exploration with three soil borings to depths of 25 feet (or 10 feet into bedrock or to auger refusal, whichever occurs first), soil sampling using standard 2-inch split-barrel samplers per ASTM D1586, laboratory testing including moisture content, particle-size distribution, Atterberg limits, soil classification per AASHTO and ASTM standards, and Total Petroleum Hydrocarbon concentrations using accredited laboratory methods. Deliverables include a Professional Engineer stamped geotechnical report containing field data, boring logs, laboratory results, allowable soil bearing capacity, soil parameters for lateral load resistance design, recommended drilled pier depth and minimum diameter for specified column loads (70–100 kips), and TPH test results with soil handling recommendations. Upon completion, the contractor must backfill all borings per Oklahoma Water Resources Board requirements and top with concrete.
The contractor must provide a registered geotechnical service firm with a Professional Engineer licensed in Oklahoma, a rig driller/field technician holding a valid Oklahoma geotechnical drilling license, and an Oklahoma certified laboratory capable of performing soil hazardous-waste analysis. Work is performed Monday through Friday, 0600–1400, excluding federal holidays and base closures. The contract runs October 26, 2026 through October 25, 2027, valued at $25.5 million, with NAICS code 541330. Evaluation uses two factors—Technical Proposal and Cost/Price—selecting the lowest evaluated cost proposal meeting acceptability standards from the three lowest-priced proposals. Prevailing wage rates apply per Oklahoma wage determination 2015-5315, Revision 31. An industry day is scheduled October 8, 2026 at 10:00 AM CDT; RSVP required by October 6, 2026.
