About this opportunity
The National Geospatial-Intelligence Agency (NGA) has published a Special Notice announcing its intent to issue a sole source modification to an existing contract with Booz Allen Hamilton Inc. (BAH) for the GEOINT Tradecraft Learning Contract (GTLC) Extension 2. This contract continuation falls under the Professional and Management Development Training category and is classified as Education/Training services. The modification will be issued under the authority of FAR 6.302-1, which permits non-competitive procurement in specific circumstances. The posting date was December 30, 2025, and the notice explicitly states that no competitive solicitation will be released and that this is not a request for proposals. However, the notice does provide an opportunity for other firms to express interest in the requirement.
The purpose of this sole source extension is to provide NGA with continued support for the GEOINT Tradecraft Learning Contract while the agency completes the evaluation and source selection process for the follow-on GEOINT Tradecraft Learning Solicitation (GTLSS). The extension will supply tailored NGA College support encompassing curriculum program management, course instruction, course maintenance, curriculum creation, and future capability development for the GEOINT Enterprise. Any firm believing it can meet the stated requirements may submit written notification to the Contract Specialist by 12:00 pm EST on Friday, January 15, 2026, with supporting evidence demonstrating compliance capability. The 12-month base ordering period will commence after the contract extension, and NGA justifies the sole source approach by citing the substantial duplication of costs and mission delays that would result from a provider change, given the mandatory DoD Fundamentals of Instructional Facilitation certification and 120-day instruction qualification process required for instructors. The government will evaluate any responses received, though competition for this procurement has not been determined.
Notice text
The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract with Booz Allen Hamilton Inc. (BAH) under the authority of FAR 6.302-1 to continue supporting the GEOINT Tradecraft Learning Contract (GTLC). NGA is now in the GTLSS solicitation period for the follow-on to GTLC and will soon perform proposals evaluation and source selection. This extension will provide sufficient time to complete all required processes and a transition period to avoid disrupting current support to NGA employees. A change in the current provider would result in both substantial duplication of costs, and an extended period of time in which NGA would not be provided with necessary certified Instructors in accordance with the DoD mandated Fundamentals of Instructional Facilitation (FIF) and 120 days instruction qualification process that could result in mission delays. Therefore, no competition is being sought currently. The sole source modification to the existing contract will provide NGA with tailored NGA College (NGC) support that provides GEOINT curriculum Program Management, course instruction, course maintenance, course curriculum creation, and evolving future capabilities to support the GEOINT Enterprise. The period of performance is anticipated to be a 12-month base ordering period after contract extension. This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contract Specialist no later than 12:00 pm EST on Friday January 15th. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete with the proposed procurement based on the response to this notice is solely within the discretion of the Government.
