About this opportunity

The Defense Advanced Research Projects Agency (DARPA) has issued Special Notice DARPA-SN-26-27 seeking qualified facilitators to establish and manage three specialized working groups for the Generative Optogenetics (GO) program. The GO program represents a significant advancement in bioengineering that enables direct programming of living cells through optical stimuli, with potential applications across defense, agriculture, biomanufacturing, and space exploration. DARPA recognizes that while this technology offers transformative benefits, it simultaneously presents unprecedented challenges related to biosecurity risks, regulatory complexity, and potential misuse. The agency has determined that dedicated working groups focused on biosecurity, regulatory policy, and commercialization are essential to ensure responsible development and deployment of GO technologies. This Special Notice represents DARPA's commitment to proactively addressing the governance and commercialization challenges associated with this emerging bioengineering capability.

Proposers must submit a five-page abstract by January 26, 2026, with full proposals due March 2, 2026, with each proposal addressing only one working group topic area. The budget ceiling is $1.25 million for Biosecurity and Regulatory Policy working groups and $1.5 million for the Commercialization working group, with the program spanning 42 months across a 12-month Phase 1 and 30-month Phase 2. Eligible contractors must demonstrate substantial expertise in their respective topic area and clearly articulate their understanding of GO program objectives and associated challenges. The working groups will conduct research and analysis, organize workshops and pitch events, develop policy recommendations, and coordinate with GO technical performers to support responsible technology development and commercialization. Abstracts must follow specific formatting requirements including 12-point font, one-inch margins, and a mandatory cover sheet detailing contact information, estimated costs, and the proposed performance period.

Notice text

The Defense Advanced Research Projects Agency (DARPA) Generative Optogenetics (GO) program is seeking facilitators to establish and manage working groups dedicated to each of the following topic areas: (1) Biosecurity, (2) Regulatory Policy, and (3) Commercialization. GO represents a groundbreaking advancement in bioengineering, with the potential to revolutionize fields such as defense, agriculture, biomanufacturing, and space exploration. For the technologies emerging from GO to have maximal beneficial impact, there must be clear pathways to commercialization, which necessitates both capital investments and clear regulatory policy. However, the unprecedented capabilities of GO technology raise critical concerns of misuse, complex regulatory questions, and risks of adversarial capital. To address these challenges, DARPA plans to establish dedicated working groups that will inform responsible development, deployment, governance, and financing of technologies developed under the GO program.
