About this opportunity

The General Services Administration (GSA) Public Buildings Service is seeking to lease a warehouse space in Washington, DC, with specific and detailed requirements. The solicitation (No. 2DC0655) calls for a 146,679 square foot facility that can accommodate semi-trailer/truck parking, includes a loading dock or freight elevator, and provides a backup generator with emergency power for server rooms. Potential lessors must submit a comprehensive Expression of Interest by April 14, 2025, which includes detailed property information such as ownership documents, building specifications, site plans, parking details, transportation proximity, and amenity maps. The evaluation will focus on properties that meet stringent government standards for fire safety, accessibility, seismic stability, and sustainability, with a specific requirement that the space not be located in a 1-percent-annual chance floodplain. The estimated market survey is scheduled for May 2025, with anticipated facility occupancy in September 2027.

The solicitation is not set aside for any specific business category, making it open to all qualified lessors. While no specific incumbent is mentioned, the contract requires 85 secured parking spaces and a fully serviced lease arrangement. The total leasing period is 15 years, with the full term being a firm commitment. Potential lessors must be aware of telecommunications prohibitions outlined in Section 889 of the FY19 National Defense Authorization Act and demonstrate compliance with Federal Acquisition Regulation requirements. The facility must be located within a precisely defined geographic boundary in the Washington, DC metropolitan area, which is detailed through specific highway and road markers.
