About this opportunity
The General Services Administration seeks to lease warehouse space in McAllen, Texas, with proposals due June 5, 2026. The procurement is a leasehold interest acquisition with no set-aside; award will go to the responsible offeror submitting the lowest priced technically acceptable offer.
The Government requires a minimum of 2,500 to a maximum of 3,500 contiguous square feet of warehouse space on a single ground floor with a minimum clear ceiling height of 9 feet and a roll-up overhead door with minimum 12-foot height. The space must be free of columns. The lease term is 15 years with 13 years firm; the Government has termination rights effective after the firm term upon 60 days' notice. Place of performance is McAllen, Texas within a defined area of consideration. The NAICS code is 531130 (Lessors of Miniwarehouses and Self-Storage Units); PSC is X1GZ (Lease/Rental of Other Warehouse Buildings).
The lease is a modified net lease with the Government providing janitorial services and trash removal. Evaluation employs present value price methodology using the warehouse square foot method, weighing technical acceptability and price. Offerors must submit GSA Form 1364WH (Warehouse Proposal to Lease Space) and GSA Form 1217 (Lessor's Annual Cost Statement) with clearly itemized pricing for building shell rental, tenant improvement rates, Building Specific Amortized Capital rates, and operating costs. Additional required submittals include financing commitments, zoning compliance evidence, property ownership documentation, Fire Protection and Life Safety evaluations per GSA Form 12000-WH, energy efficiency compliance documentation, environmental due diligence, and architectural plans.
The lessor must meet Facility Security Level II requirements, including physical access control, video surveillance, intrusion detection, duress alarms, key control programs, and cybersecurity compliance with DHS and NIST standards. All security countermeasures are priced as BSAC. The building must comply with ENERGY STAR certification or agreed efficiency improvements and meet OSHA and indoor air quality standards. Proposals must be submitted via email to nicole.simmerman@gsa.gov by 6:00 PM CST on June 5, 2026.
