The space will accommodate the Federal Public Defender's Office and requires 43 structured, reserved, secured parking spaces. Distinctive requirements include acoustic confidentiality via slab-to-slab partitions with 5/8-inch drywall, sound gaskets on doors, and sound attenuation in ductwork; a 300 usable square foot server room with dedicated 24/7 cooling at 68–70 degrees and static dissipative flooring; solid core wooden interior doors 1.75 inches minimum thickness with 16-gauge steel frames and dead bolt locks; built-in reception screening counter and duress alarm devices at multiple locations; card reader or keypad access controls; and infrastructure for U.S. Marshals Service installation of entry control and perimeter security systems. Buildings must demonstrate potential for fiber optic cabling if a multi-mode system is not in place, comply with seismic safety standards (moderate seismicity), contain no asbestos-containing materials, meet ENERGY STAR certification, and satisfy fire safety, accessibility, and sustainability standards. The space must not be located in the 1-percent-annual-chance floodplain.

The TI allowance is $48.94 per ABOA square foot; the BSAC amount is $12.00 per ABOA square foot. Award will be made to the responsible offeror with the lowest priced technically acceptable offer based on present value evaluation at 5 percent discount over the 17-year term.
