About this file
This document is an Agency Specific Requirements (ASR) exhibit for a federal lease space to accommodate the Federal Public Defender's Office in El Paso, Texas. The office requires 13,101 usable square feet (16,817 rentable square feet) of contiguous, self-contained space located on the second floor or above, within walking distance of the Albert Armendariz Sr. United States Courthouse. The space must maintain physical separation from the U.S. Attorney's Office, U.S. Marshals Service, U.S. Probation Office, Pretrial Services Office, Bureau of Prisons, and other law enforcement agencies due to the independent role of the Federal Public Defender in the legal process.
The facility must incorporate comprehensive security measures including a built-in screening counter in the reception area, duress alarm devices at multiple locations, card reader or keypad access controls, and a U.S. Marshals Service Entry Control Package with exterior camera, entry intercom, and electric strike door latch. The lessor must provide infrastructure (electrical and communications boxes, conduits, and power) for USMS installation of duress, entry control, and perimeter security systems. The office requires 43 secured reserved structured parking spaces and must feature acoustic confidentiality in all offices and conference rooms through slab-to-slab partitions with 5/8" drywall, sound gaskets on doors, and sound attenuation in ductwork. Additional specifications include a 300 usable square foot server room with dedicated 24/7 cooling (68-70 degrees), static dissipative tile flooring, specialized electrical outlets, copper grounding equipment, and sealed conduits. All interior doors must be solid core wooden (1.75 inches minimum thickness) with 16-gauge steel frames and dead bolt locks. The space must include cable trays, fiber optic capability, comprehensive electrical and data outlet infrastructure, and means for accepting and transporting furniture via freight elevator and loading dock. The space design allocates areas for executive offices with private conference rooms, supervisory attorney offices, line attorney offices, support staff, training/conference rooms, server room, work areas, break room, file storage, and modular cubicles with circulation space.
