About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) is seeking to identify qualified U.S. Small Business Administration certified 8(a) business development program participants to perform general or specialized construction services at Naval Air Station Jacksonville and its areas of responsibility. This Request for Information (RFI) is designed to conduct market research and identify potential contractors rather than solicit formal bids or proposals. Qualified respondents must demonstrate current relevant experience, qualified personnel, proper equipment, and capability to perform construction work, with preference given to firms that maintain in-house staff for trade work. Respondents must submit detailed company information, socioeconomic designations, Cybersecurity Maturity Model Certification levels, descriptions of construction capabilities, and capability statements documenting relevant projects completed within the last three years. The response deadline for this RFI is April 30, 2026, and interested firms should note that responses to this notice are strictly voluntary and do not constitute binding offers.
This procurement is set aside as a Competitive 8(a) award opportunity reserved exclusively for certified small businesses in the SBA's 8(a) Business Development Program. The estimated maximum contract value ranges from $200,000 to $5,500,000, with potential Indefinite Delivery Indefinite Quantity (IDIQ) contracts containing subsequent task orders valued between $200,000 and $1,900,000 issued as firm-fixed-price awards. The Government has not yet identified any incumbent contractors and may pursue either single award or stand-alone IDIQ structures based on the findings from RFI responses and additional market research. Respondents should be aware that this RFI does not guarantee any future contracting opportunities, and firms will not be formally notified of the evaluation results. Interested 8(a) participants should evaluate their capability to perform electrical, mechanical, roofing, and other specialized trades either in-house or through properly qualified subcontractors.
