THIS IS THE FORMAL SOLICITATION NOTICE IN ACCORDANCE WITH FAR 5.204


The 9th Contracting Squadron, Beale Air Force Base, California, is planning to contract with firms to perform a variety of trades, such as carpentry, road repair, roofing, excavation, interior/exterior electrical, steam fitting, HVAC, plumbing, sheet metal, fencing, demolition, fire protection specialist, concrete and masonry under a General Construction Multiple Award Construction Contract (GC-MACC) at Beale Air Force Base, California, and satellite locations.

Source selection procedures will be followed as prescribed in FAR Part 15 and FAR Supplements. The contracts are contemplated to be Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) pricing arrangements. This RESTRICTED ACQUISITION is an 8(a) set-aside limited to eligible principle offices or other 8(a) small businesses with a SBA approved bona fide place of business located within the geographical area of the Fresno, Sacramento, and San Francisco SBA districts and under the assigned NAICS codes 236220 with a size standard of $36.5 million, prior to the closing date of the solicitation.


This requirement consists of approximately five (5) awards and will have a ceiling of $48 million. The Government reserves the right to make fewer, more or no contracts based on the quality and quantity of the proposals.

The North American Industry Classification System (NAICS) Code for this acquisition is 236220, Construction of Structures and Facilities with a small business size standard of $36.5 million.

Terms of contract(s) include a five year ordering period.

The PPI Tool is attached so that you may be able to download the tool to your computer to see how it works. Please see ITO Attachment 1.1 for the PPI Tool instructions. Also, please be mindful that versions are occasionally updated, therefore you must use the PPI Tool that is posted with this Request for Proposal.
Response to this RFP is voluntary. There is no entitlement for payment by the Government of any direct or indirect costs or charges that arise as a result of the submission of information in response to this RFP notice. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations.

No hard copies of this solicitation will be issued. All proposals must be received by the due date and time specified in the RFP. It is the contractor's responsibility to check the RFP for the actual issuance date, proposal due date/time, and delivery address. Inquiries may be directed to the Contracting Officer: Robert.Watts@us.af.mil and Shawn.Creedon@us.af.mil. The subject line of all emails to the Government shall begin with "GC-MACC FA4686-16-R-0004". A site visit has been scheduled for 12 May 2016, 8:30am PDT. Participants will check-in with Security Forces personnel at the Wheatland Gate search area, then meet at the 9th Contracting Squadron, Bldg 2529, 6500 B St., Beale AFB, CA 95903. Potential offerors shall submit the address of their company, full names, dates of birth, and Driver's License numbers (including state of issuance) of all attendees (not to exceed three) to Kenley Lott via email at kenley.lott@us.af.mil prior to 10 May 2016 at 7:30am PDT.


Questions may be submitted to SSgt Shawn Creedon via email, shawn.creedon@us.af.mil, until the proposals due date of 10:00am PDT, 07 June 2016; however, the Government is obligated to respond to only those questions recieved prior to 3:00pm PDT, 23 May 2016.
