01 – GENERAL REQUIREMENTS
01 10 01 – STATEMENT OF WORK FOR DESIGN-BUILD
INTRODUCTION
SOLICITATION
The 9th Contracting Squadron is soliciting a proposal for the design and construction of BAEY 010008, Repair Fire Protection System Dormitory B24114 at Beale AFB, California. This project will install a fire suppression system and fire detection/mass notification system throughout the dormitory in building 24114.
DESIGN-BUILD FIRM SERVICES
The Design-Build Firm shall perform all necessary studies, meetings, analyses, design, coordination, Schematic Design, Design Development, Specifications, preparation of contract documents, and total construction for the project. The project shall be sited in the general locations as shown on the provided location map. The design shall include all related items as required to safely accomplish all necessary work.
DESIGN-BUILD FIRM AE SERVICES
The Design-Build Firm shall have an architectural & engineering staff within the firm and/or shall partner with or have a direct relationship with a professional architect/engineer firm (AE) who shall furnish all services, materials, supplies, and supervision required to fully investigate and design this project. The survey and design of architectural and engineering features of the work shall be accomplished by the appropriate licensed design professional(s) who are experienced in the design of those systems. The final drawings and specifications shall be stamped and signed by the registered professional architect(s) and registered professional engineer(s) responsible for the design in their respective area of expertise and, if applicable, a principal of the firm registered in architecture and/or engineering as applicable.
COMPLETE AND USABLE
The Design-Build Firm shall provide a design for a complete and usable system within the negotiated and accepted contract construction cost and meeting all requirements of this statement of work. The government will not accept requests for additional funds except for changes in project scope, unforeseen site conditions or as directed by the Contracting Officer. The Design-Build Firm shall be financially and technically responsible for resolving any design errors or omissions in its design products.
Neither the Government’s review, approval or acceptance of, nor payment for, the services required shall be construed to operate as a waiver of any rights or of any cause of action arising out of the performance of this contract, and the Design-build Firm shall be and remain liable to the Government in accordance with applicable law for all damages to the Government caused by the Contractor’s negligent performance of any of the services furnished under this contract
TECHNICAL DESCRIPTION OF PROJECT
GENERAL
The Design-Build Firm (hereafter referred to as the Contractor) shall provide all services necessary for the complete design and construction of this project.
This 9 CES Statement of Work (SOW) addresses work within and in support of BAEY 010008, Repair Fire Protection System Dormitory B24114. The Contractor shall construct fire suppression and fire detection/notification systems that will meet all industry standards and involve the upgrade of existing water systems for the new installation of a fire sprinkler system and all service piping and components with the capacity to manage peak flow conditions during an outbreak of a fire in the dormitory.
REQUIRED WORK FOR THEFIRE PROTECTION REPAIR PROJECT IN DORM, B24114:
Fire Detection, Alarm, and Mass Notification: The Contractor shall design and construct a fire detection and notification system to cover all areas of the dormitories as per National Fire Alarm & Signaling code, NFPA 72. The existing fire alarm system shall be completely removed.
· The design shall provide a demolition plan with a schedule and layout to identify all components and sub-systems of the old alarm system.
· The demolition plan will include removing all components and wiring back to the Fire Alarm Control Panels (FACP) and Fire Alarm Terminal Cabinets (FATC) and replace the Fire Alarm Transceiver with an upgraded model having radio signaling to all alarms and have adequate zone inputs available to cover all floors.
· The design of the new fire detection/mass notification system shall include a schedule of components identified in a layout diagram with all items defined clearly visible on each floor at all times. The schedule will consist of:
· Non-supervised station smoke detectors in every dorm room.
· Fire Alarm Visual Strobes in over external common used doors as part of the current egress plan.
· Fire Alarm Speaker/Strobes shall be installed in the corridors and stairways.
· Fire Alarm Manual Pull Stations shall be installed in all corridors to be easily accessible and convenient at all times.
· The design shall have conduits or metal raceways for routing of all wiring to meet NFPA Class ‘A’ styles D,6 & Z for Initiation Device Circuits, Signaling Circuits and Notification Appliance Circuits, respectively.
· The wiring and all components in the new design shall conform to all criteria of NFPA 72 and IAW manufacturing requirements. Only stranded wiring will be used on Beale AFB.
. Fire Sprinkler System Installation: Dormitory B24114 currently does not have an automated fire suppression system and will need to install the appropriate plumbing and sprinklers in defined areas to minimize damage upon any outbreak of fire. The design and construction shall comply with NFPA 13, Standard for Installation of Sprinkler Systems and Beale AFB Design Compatibility Guide, 2009, Section 7.0.
· The Contractor shall include a utility plan and drawings showing layouts and install the complete pipe feed system from the water main, exterior to the building, through the riser and to all sprinklers installed throughout the dormitories and common areas of the building as necessary.
· A service line shall be included for the fire system water feed with the shortest distance possible to interconnect to the water main where routing will clear all existing utilities.
· All disturbed and impacted landscaping, sidewalks and roadways shall be refinished to meet or exceed prior conditions.
Construction Phasing Plan: The Fire Sprinkler and Alarm system upgrade design shall include a construction phasing plan:
· The Construction Phasing Plan should be defined for both the sprinkler system and alarm system upgrades to work effectively as determined to avoid issues during construction.
· The sprinkler system upgrade design shall provide scheduling for defined areas of the dorms to install the fire feed lines, sprinklers and/or concurrently, the Detection, Alarm and Mass Notification system.
· The sprinkler system installation shall be broken up to specific areas to reduce the restriction of use.
· During installation and testing of the new sprinkler and Detection, Alarm and Mass Notification systems, the existing fire alarm system shall remain 100% functional during the entire construction period.
Demolition: After the installation, testing and activation of the new fire suppression and alarm/detection system, demolish the existing alarm system.
REQUIRED SUPPORT ACTIVITIES
Outages/Road Closure Coordination: The Contractor shall notify the Government of any scheduled outages or disruption of services 21 calendar days in advance for Government coordination/support. The Contractor may not notify/request an outage of any kind until all necessary materials and equipment are on hand.
Broken Utilities: For design-build work, the Contractor shall submit an Emergency Utility Repair Plan for any utility work no later than the 65% design submittal. An emergency shall be defined as the interruption and/or damage of any utility service, including but not limited to electrical outage, or the spill, or potential spill of any fuels oil, gas, potable water, sewage effluent, raw sewage or storm water within the area.
1. The Emergency Utility Repair Plan shall include the following elements:
Equipment list of available pumps with sizes, excavation equipment, tools, and repair materials that are available onsite Labor force that will be available as a minimum to respond to emergencies. The Contractor will respond within 24 hours from notification by the Government of an emergency Site-specific plan for locating, potholing, protecting, avoiding, and repairing any damage caused to existing, or newly installed utilities Include the same level of detail for any subcontractors that will be performing work involving excavation Include a description of any planned effort that would involve bringing in subcontractor personnel to respond to emergencies. The notification to the Government shall be by phone initially and followed up by an email to the Contracting Officer
2. The Plan shall be subject to approval by the Contracting Officer.
3. The Contractor shall demonstrate in his Emergency Utility Repair Plan that they are capable of responding to utility interruptions that could be caused by their construction operations or impacts from them. Immediately upon discovery of the situation, the Contractor shall react in a way that shall minimize utility interruptions, releases, spills, impacts to utility customers, and potential for fines or notices of violations. In no case will repairs be left to be resolved the next day without approval of the Contracting Officer.
4. The Contractor’s Emergency Utility Repair Plan shall address the above terms for each utility potentially impacted by construction, crossed by excavation, or known to be in the area but possessing properties that cause difficulties in identification of the exact location.
5. In the event that a utility is broken, all repairs shall be the responsibility of the Contractor. The Contractor shall repair any damage to those facilities, including those that are the property of a third party, resulting from failure to comply with the requirements of this contract or failure to exercise reasonable care in performing the work. If the Contractor fails or refuses to repair the damage promptly, the Contracting Officer may have the necessary work performed and charge the cost to the Contractor.
REFERENCES AND STANDARDS
All design and construction must be in compliance with all applicable State, local and Federal laws, regulations and Unified Facilities Criteria (UFCs) in addition to the Beale AFB Design Compatibility Guide (August, 2009). All design and construction must be in compliance with the Department of Defense (DoD) UFC most recent edition, International Building Code (IBC) (edition as specified in UFCs), all Public Laws (P.L.), Executive Orders (E.O.), Code of Federal Regulations (CFR), Department of Defense Instructions (DODI), Department of Defense Directives (DODD), and Yuba County, State of California, and Federal standards, codes, and laws or other higher authority documents as applicable. Any discrepancies between code or standards provisions and the contract documents shall immediately be brought to the CO's attention, and the more stringent requirements shall apply unless otherwise directed. The Contractor shall be responsible for obtaining any copies of all items referenced in this paragraph. Department of Defense criteria can be retrieved at: http://www.wbdg.org. The UFCs take precedence over all other DoD documents, referenced codes and standards, if there is a criteria conflict.
The Design-Build Firm shall design in adherence to the following documents, including all recommended practices documented in these standards. Although some publication dates are given, the design shall be by current references and standards. The Design-Build Firm shall determine through the pre-design meeting if other codes, standards or references not specifically cited also apply to the design of this project, and incorporate those requirements into this project. All work accomplished by the Design-Build Firm shall comply with this criteria unless a waiver is obtained from the Air Force when conditions warrant such consideration, and can include but is not limited to the following references.
Air Force Instructions (AFI), Air Force Manuals (AFM), Air Force Pamphlets (AFPAM) plus Supplements, Unified Facilities Criteria (UFC), Military Handbooks, Engineering Technical Letters (ETL) and Operating Instructions that are applicable to the design of this project. This includes all Air Combat Command and Beale AFB supplements to these references.
Current California, Beale AFB and national codes, regulations and specifications involving architectural, civil, structural, electrical, environmental and mechanical disciplines associated with the design and construction of this project.
National Fire Codes published by the (NFPA) National Fire Protection Association.
All other Air Force documents deemed applicable by the Contracting Officer for this project. These documents will be made available for review to the Design-Build Firm by the government.

UFC 1-200-01 Design: General Building Requirements (If Applicable to this Project) UFC 3-600-01 Design: Fire Protection Engineering for Facilities . - A design review of the applicable system is provided by a qualified engineering service with a registered professional engineer (P.E.) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES). The project FPE is required to provide a letter certifying the 100% design meets requirements of UFC 3-600-01 and other applicable requirements.

PROJECT MANAGEMENT
PROJECT MANAGERS
The Project Managers (PM) appointed for this project are responsible to provide coordination, attend all meetings, ensure all submittals meet the quality control required and are in compliance with all codes and standards.
The Contractor shall appoint a project manager to serve as the single point of contact for this project and liaison between employees/subcontractors and the government. A registered professional engineer is preferred to serve as project manager in charge of the design and shall attend all design related meetings, site visits, presentations, official construction inspections and review, initial and date all material submittals. The Design-Build Firm will advise the CO in writing the name of the PM upon issuance of the Notice to Proceed (NTP) for the design of this project. The PM shall be responsible for the complete coordination of all work required, attend all meetings related to the execution of the requirements of the contract and ensure quality control of each submittal is performed prior to delivery to the government.
A CE Project Manager (CEPM) will be appointed for this project to provide technical support to the CO and/or Contract Administrator (CA), the official agents of the U.S. Government for this contract. The CA will serve as the Point of Contact (POC) for the contractor on all technical and contractual matters. All work performed by the contractor on base will be coordinated with the CEPM through the CA. Direction is taken from the CO through the CA during all phases of the contract. Construction inspections are provided by appointed AF inspectors.
PRE-PROPOSAL SITE VISIT & MEETING
The 9th CES shall host an initial pre-proposal meeting and site visit. The purpose of the meeting will be to convey and clarify the project requirements to the Design-Build Firms. Available Government furnished items will be provided prior to or at the meeting. A project site visit will accomplished after the meeting. The Design Build Firm will have appropriate representation present during the meeting and the site visit, no less than the proposed design team and project manager.
PRICE PROPOSAL & CONCEPT DESIGN
The Contractor shall submit a price proposal in accordance with the provided bid schedule along with concept design documents (descriptions, site plans and tables) to ensure the government and Contractor have a consistent understanding of these critical items.
The Contractor’s proposal shall provide detailed cost estimates. All cost estimates shall be presented in hardcopy and in the latest version of Microsoft Excel, clearly marked with the percentage of design complete. The Contractor’s cost estimate must contain major line items with quantity of all materials, the unit cost of materials, the number of man-hours required, the man-hour labor rate and the equipment rental cost for each CSI category of work. All Sub-Contractor bids must meet the same criteria. There shall be separate, stand alone cost estimate for civil/wastewater, electrical, street lighting and telephone/cable conduit portions of the project.
Bidder’s proposals shall include a set of drawings (35% design level needed for proposal cost estimating) covering all the major components of the work required.
PROJECT SCHEDULE AND PRODUCT DISTRIBUTION:
SCHEDULE
Within ten (10) days after award of contract, the Contractor shall submit a proposed baseline schedule for review and approval. The baseline schedule shall be delivered in printed format and electronically in Portable Document Format (pdf). Electronic submittal of baseline schedule in the original format it was developed (i.e., .xer for Primavera e/c, .mpp for Microsoft Project) may be requested if the 9 CES has that software available. The schedule shall be submitted with a Material Approval Submittal (AF Form 3000) to the Contracting Officer for approval. (Note to user: Some projects require review by parties outside of Beale AFB. Examples are US Fish and Wildlife Service, and US Army Corps of Engineers for impacts to endangered species or wetlands, AFCESA for child care and AETC or AFSVA for some Services projects. Some of these reviews cost money that the Design-Build Firm needs to include in their fee. If this project requires such a review, modify paragraph 4.10 to indicate when and what they need to receive. The address and point of contact should be identified in Part 5).The schedule shall consist of a:
A. Period of Performance (POP): includes the design and construction schedule in calendar days.
1. Government Design Review Milestones are: 35%, 65%, 95% &100%
2. Each government design review lasts 14 calendar days, at the end of which the government will submit its comments to the Contractor.
3. The Contractor’s schedule shall include a design review meeting, within 7 days after receipt of government comments, to officially respond and/or resolve all comments (see section 4.04 for details). The design review meeting may be waived if comments are minimal or a meeting is deemed unnecessary.
B. Notices to Proceed (NTP):
1. NTP 1 will be issued during or within five (5) days after the Pre-Design Conference, and it will authorize the Design-Build Firm to initiate the design process. The Contractor shall provide the Government with an updated Contract Progress Schedule for the completion of the design within one week of the issuance of the NTP by the CO. The government will measure the performance period of this contract from the day that NTP 1 is issued. After approval of the 65% design, the CO may provide the Contractor with a NTP to order long-lead-time major items of equipment and materials in an effort to shorten the duration of the Construction Segment - upon Contractor request.
2. NTP 2 will be issued following the approval of the final design plans, receipt of approved AF Form 103, and satisfaction of contractual administrative requirements. The Contractor will be required to provide an updated AF Form 3064 Contract Progress Schedule within 10 days of NTP 2, and bi-weekly AF Form 3065 Contract Progress Reports throughout construction. The government will not permit any construction or demolition to take place until NTP 2 is issued.
Pre-Construction Requirements: Upon approval/acceptance of the Final design, and when all Environmental permits and clearances have been completed, the Contractor is expected to initiate all required construction permits and attend a pre-construction conference at Beale AFB. The Contractor will be required to provide an AF Form 3064 Contract Progress Schedule within 10 days of NTP and bi-weekly AF Form 3065 Construction Progress Reports throughout construction on AF Form 3065. The Contractor shall ensure any changes in materials or equipment are thoroughly documented and coordinated with the CO. Any substituted unapproved materials will be removed and replaced at Contractor’s expense.
Contract Closeout Requirements: The contract will not be closed out until the inspection punch list items have been corrected, the as-built drawings, warranty booklets, and O&M manuals have been completed, received and accepted, training on new equipment has been completed, and the DD Form 1354 has been submitted and approved, unless deemed unnecessary by the base Real Property Office. The contracting officer shall withhold up to 10% of the contract amount until all close out requirements are met.
PRE DESIGN CONFERENCE
A Pre-Design Conference will be conducted for this project after this contract is awarded. The Design-Build Firm shall request this meeting within 5 business days of the issue of this contract, at a date and time agreeable to all parties. The government will provide any additional details necessary to clarify the project scope or to indicate the government's desires as to type of systems or controls to ensure project compatibility with the base master plan or to simplify operation or maintenance procedures and costs. It is expected that the CO will issue the Notice to Proceed 1 (NTP 1) for this contract at this meeting.
1.02 SUBMITTALS
The Contractor shall deliver all copies of all submittals to the CO, who will coordinate technical reviews with the CE Project Manager.
A. 35% CONCEPT DESIGN SUBMITTAL
Based on previous data and comments furnished by the Air Force, the contractor within thirty (30) days after the Pre-Design Conference shall submit the 35% concept design to include all investigative work completed. It is to include a short, informal briefing (discussion) of the design concept to the CEPM and appropriate personnel early in the design/analysis process for inputs (potential problems) not readily apparent from field surveys and investigations. The submittal shall include the following:
1. A Narrative/Design Analysis shall be provided to indicate a description of the neighborhood utility repairs, design assumptions, design factors used, energy savings considerations, and all other data not otherwise indicated or needed for architectural/engineering analysis. All design calculations made to date shall be included. Narrative discussions of methods and procedures shall be included. The Design-Build Firm shall list all needed information required from but not yet provided by the Government to conclude the design. As a minimum, the narrative shall discuss the civil, site engineering, electrical, communications, staging requirements, temporary service measures and a list of construction materials, a sustainable design and development features most favorable for this project.
2. Drawings: Initial drawings shall be provided as applicable to reflect the project progress to date. Typical preliminary drawing package consists of:
a. A Vicinity Map and location plan showing geographic location and access to the work site.
b. A Site Plan, including location of all above and below grade utilities in the area.
c. A Code Review Sheet, indicating construction type, travel distances, egress, et cetera, sufficient to indicate due diligence has been performed in review of applicable codes, laws and regulations to ensure completed project is designed and constructed in compliance with such codes, laws and regulations.
d. Exterior utilities (, sewer, electrical, etc.) will be located in sufficient detail to clearly indicate locations and sizes of existing systems.
e. Erosion Control plan.
f. This submittal must contain enough information for the reviewer to understand the functional and technical approach the designer is following to complete the project. Items or details which cannot adequately be described in narrative form should be graphically shown on bounded drawings, sketches, tabulations and/or photographs. In addition, an index of the anticipated guide specifications to be utilized for the design shall be included.
3. SPECIFICATIONS: The Design-Build Firm shall submit outline specifications with 35% Design Submittal. Specifications shall follow the CSI Masterformat 2004. The Design-Build Firm shall submit all information in 8 1/2" x 11" booklet form.
B. 65% DESIGN SUBMITTAL
Based on previous data and comments furnished by the Air Force, the contractor within thirty (30) days after the 35% Design Conference shall submit the 65% design to include but not limited to the following:
1. All elements of the 65% design should be completed to the point that a government reviewer can verify scope and sufficiency of details on all drawings and specifications.
2. The Contractor shall incorporate all approved comments from prior design reviews.
3. The Contractor shall include 65% drawings, 65% draft basis of analysis, site and utility plans, including surveys, and a preliminary Schedule of Materials, equipment, finishes, draft specifications, and an Environmental Protection Plan as per AF813, Section II.
4. The Contractor shall also provide the Government with industry specifications (in CSI format) that fully describe the workmanship to be accomplished from concept acceptance to the final design phase.
5. The Contractor shall include a Site-Specific Safety and Health Plan that addresses the various hazards that may be encountered by its prime and sub consultant employees during the course of the work, and describes the means and methods to be employed to ensure a safe work environment. The Safety and Health Plan shall be developed/reviewed by a Professional Safety Engineer and submitted with the 65% Design Submittal.
6. ENVIRONMENTAL PROTECTION PLAN: The purpose of the Environmental Protection Plan is to present a comprehensive overview of known or potential environmental issues which the Contractor must address during construction. Issues of concern must be defined within the Environmental Protection Plan. Address each topic at a level of detail commensurate with the environmental issue and required construction task(s). It must be kept current and maintained onsite by the Contractor. The Environmental Protection Plan shall include an Erosion Control Plan (ECP) and Storm Water Pollution Prevention Plan (SWPPP) covering potential sewage spills.
C. 95% DESIGN SUBMITTAL
Based on the previous data and comments furnished by the Air Force, the contractor within fourteen (14) days after the 65% Design conference shall submit the 95% design, the unchecked final version to include but not limited to:
1. Construction drawings and specifications shall be complete in all details to the extent that a contractor can follow through with construction from the information, with minimum of differences between the government and the Contractor. The Contractor shall incorporate all approved comments from previous design reviews.
2. Completed submittal schedules shall be furnished for review.
3. The Contractor shall have 100% drawings and specifications, complete manufacturer’s catalog cuts for all equipment, final basis of analysis, the final Schedule of Materials, Equipment, and Finishes and all items listed in the 65% submittal in final form.
D. 100% DESIGN SUBMITTAL
Based on the previous data and comments furnished by the Air Force, the contractor within ten (10) days after the 95% Design conference shall submit the 100% Final Design Submittal.
1. All previous design comments shall be incorporated and/or addressed.
2. The Contractor shall furnish two (2) full size (reproducible) and two (2) half size paper copies of the drawings; two (2) paper copies of the specifications; and one (1) paper copy of the material submittal schedule, design analysis and proposed construction schedule. The drawings and specifications shall bear the registration seal of the A&E firm member who is responsible for the design below the Air Force Insignia.
3. The final electronic files shall be submitted at this time to include one (1) AutoCAD and one (1) Adobe Acrobat copy of drawings; one (1) Adobe Acrobat copy of specifications, material submittal schedule, design analysis and proposed construction schedule; one (1) Microsoft Word copy of specifications (all specification sections combined in one file); one (1) Microsoft Excel copy of material submittal schedule. Layered or X-referenced elements of AutoCAD drawings shall be bound to the drawing base.

1.03 GOVERNMENT REVIEW PERIOD & REVIEW CONFERENCE
A review of the 35%, 65%, 95%, and 100% Design Submittals will be conducted by the government. At the conclusion of each review, the Contractor may be required to attend a Review Conference to discuss the technical review comments and general project progress. The contractor will be furnished one set of comments to be annotated and returned to the government. The Contractor shall furnish the annotated comments to the CO within seven (7) business days of comment receipt. The Contractor shall notify the government immediately upon determining that there will be noncompliance with a comment to explain the reasoning. .
1.04 DISTRIBUTION COPIES
At each government review milestone, the Contractor shall deliver 2 CDS (or DVD-Rs) with the electronic design products as described in Part 5 below, (See paragraph 4.03(D)for 100% final design deliverables). In addition, contractor shall provide the following paper copies:
A. 1- 24” x 36” (“D”) size copies of drawings B. 2 – 11”x17” (“B”) size copies of drawings C. 2 - copies of specifications D. 1 - copy of complete material schedule
PART 2 - DESIGN PRODUCT DETAILS
2.01 CONSTRUCTION DRAWINGS
A. Drawings shall be 24" X 36" and shall be accomplished in AutoCAD (2012 version). The Design-Build Firm shall follow Beale Air Force Base’s Design Compatibility Guidelines, Chapter 17, CADD/GIS/Drawing Standards, when preparing and submitting design drawings.
B. Drawings shall be in English units.
C. Drawings shall be accurate and in sufficient detail to enable proper and satisfactory construction of the entire project. The quality and workmanship of the drawings shall permit clear and legible reproductions. Reference drawings may be used only with specific permission of the CO and shall not be used as substitutes for demolition, plan, and detail drawings.
D. The Design-Build Firm shall produce drawings that are capable of being opened and edited in AutoCAD 2012 without damaging the information on them.
E. The Design-Build Firm shall include all cross referenced drawings, fonts, shapes, linetypes, etc. with each submittal. AutoCAD’s e-Transmit command may be used to gather all files necessary to open a drawing.
F. The Design-Build Firm will be given a cover sheet to edit. The haul route and index of drawings shall be added to the cover sheet. This cover sheet contains a “10 signature block” which shall only appear on the cover sheet. The “revision/Issue” block is for subsequent changes made after the 100% design submittal is accepted; it shall not be used for submittal tracking or other reasons by the design team.
G. The Design-Build Firm shall provide drawings on CD (or DVD-R) to the Base at each submittal, in both AutoCAD and Adobe Acrobat (PDF) format, in addition to the requested paper copies. The A&E shall provide a graphic scale on each sheet.
H. The Design-Build Firm shall provide file names in the title block with the sheet number, i.e. 01, 02, 03 etc. The sheet title should designate the subject description on the sheet.
2.02 SPECIFICATIONS
A. The specifications shall be complete, clear, and shall amplify all information shown on the drawings and shall include detailed requirements for materials and equipment. Material items shall be specified using industry standards. The specifications shall be prepared using Unified Facilities Guide Specifications (UFGS) format.
B. All specifications, reports or studies shall be provided in the current version of Microsoft Word used by Beale AFB, clearly marked with the percentage of design complete. In addition, the Contractor shall provide an Adobe PDF file containing all specifications, manufacturer’s cut sheets and any cost estimates.
C. The complete set of specifications shall be combined into one file and shall have the table of contents set up to automatically update when pages or sections are added or deleted.
D. The Design-Build Firm shall provide one copy of specifications on compact disk as well as the required hard copies at all submittals. The Design-Build Firm shall number the pages consecutively, with page numbers justified right and the section title justified left. The Design-Build Firm shall provide a minimum one inch margin on all sides.
2.03 DESIGN AND ANALYSIS
The design calculations and analyses shall be prepared on the Design-Build Firm’s standard form. Legible hand lettering, sketches, diagrams and calculations, will be accepted. The design shall be based on the criteria set forth in this SOW and standard practices and methods used in modern engineering design. The design analysis shall incorporate all engineering computations necessary for the project and other information necessary to clearly express the designer's intentions and methods.
2.04 MATERIAL SUBMITTAL SCHEDULE
The Design-Build Firm will be provided an AF66 or equivalent template form to use. The Design-Build Firm shall fill-in the appropriate information for materials that shall be submitted to the government for approval. Template will be provided in Microsoft Office Excel format on a CD to the A&E firm.
2.05 COMPUTER FILES
A. The CAD and word processing files shall not be stored on disks using compression software. The media for delivery of computer data shall be by compact disk (CD) or (DVD-R) unless otherwise approved by the CO. By submission of the disc, the Design-Build firm certifies the media to be free of known computer viruses. If analysis of the media by the Government finds evidence of a virus, the media will be returned to the Design-Build Firm. The Design-Build Firm shall resubmit clean media at no cost to the Government.
B. In addition to the separate PDFs and other native files described above, a single PDF document with hyperlinks shall be provided at each review state, at final 100% design, and at project completion, that contains ALL documents prepared in the design. Order of documents shall be: Drawings, Design Analysis, Specifications, and Manufacturer data Sheets, O&M manuals, warranties and cost estimates. Hyperlinks must function in this set from drawings to cut sheets, warranties and O&M manuals. This PDF set and individual sets described previously shall be Bookmarked to at least the section level for design analysis, specs, O&M manuals, warranties and cut sheets and to the individual page for the drawings.
2.06 AS-BUILT DRAWINGS

PART 3 - MISCELLANEOUS
3.01 MEETING MINUTES
The Contractor shall provide the CO, in writing, their version of each design conference or meeting in which the technical design and construction of the project was discussed. These meeting minutes shall be provided to the CO within 5 business days after the date of the design conference or meeting.
3.02 BRIEFINGS
The Contractor may have to support briefings to the base’s management, in addition to submittal briefings to the technical staff.
3.03 CORRECTIONS
In the event corrections to design are required during construction, the Design-Build Firm shall provide the following to the CO for government review and concurrence prior to construction:
A. Two (2) full size paper (reproducible), one (1) AutoCAD and one Adobe Acrobat copies of the revised drawings.
B. One (1) paper, one (1) Microsoft Word and one (1) Adobe Acrobat copy of the revised specifications.
