About this opportunity

The Air Force Research Laboratory at Wright-Patterson Air Force Base is procuring one Thermo Scientific GEMINI S1 FTIR/RAMAN Chemical Analyzer with HazMasterG3 capability, a specialized handheld device designed for real-time trace-leave chemical detection and analysis. This equipment will be used to identify unknown chemicals, chemical weapons precursors, pharmaceutical-based threats, and other hazardous substances, supporting USAFSAM OETR branch operations. The analyzer must meet specific technical requirements including dual RAMAN and FTIR technologies, compact dimensions of 11x6x3 inches, weight of 4-5 pounds, MilSpec ruggedness standards (MIL-STD-810G and IP67), and the capability to identify at least four components in mixtures of unknown substances. The procurement will be evaluated using a Lowest Price Technically Acceptable (LPTA) method, assessing quotes on both price and technical compliance with the Statement of Work. Quotes must be submitted via email to Contract Specialist Mike Hornberger by August 22, 2025 at 3:00 PM ET.

This acquisition is designated as a 100% small business set-aside under the Total Small Business program, reflecting the government's commitment to supporting small business participation. The procurement is structured as a single source justification due to the specialized nature of the Thermo Scientific GEMINI analyzer and its current deployment on standardized DoD/DHS equipment packages, with no viable alternatives currently available in the market. While the exact contract value is not specified in the documentation, the procurement includes one unit of the analyzer along with manufacturer standard training and warranty provisions. Delivery is required within 90 days after contract award, with performance taking place FOB Destination to 711 HPW/OML at Wright-Patterson Air Force Base in Ohio. The contracting activity reserves the right to award all, some, or none of the items, and may resolicit if only one qualifying quote is received.
