About this opportunity

Naval Supply Weapon Systems Support (NAVSUP WSS) issued a Request for Information on July 6, 2026, to identify small business concerns for a future Blanket Purchase Agreement covering nuclear reactor gaskets (FSC 5330 and 5331), with white paper responses due August 5, 2026, at 5:00 PM EDT. This is market research only and does not constitute a commitment to procure.

NAVSUP WSS Nuclear Supply Chain Management Directorate provides logistics and sustainment support exclusively to the Naval Nuclear Propulsion Program, including provisioning and quality assurance of all components within Navy nuclear reactors. The anticipated BPA will cover gaskets used in secondary systems of nuclear propulsion plants, with future individual orders not exceeding $350,000 under simplified acquisition procedures.

Interested small business contractors must submit white paper responses limited to 25 pages and 5MB via email to hunter.r.breon.civ@us.navy.mil. Section 1 must provide administrative information including company name, contact details, and NAICS code 339991 classification. Section 2 must document past performance supplying higher-level quality gaskets within the last 12 months, addressing similarity of effort, complexity, dollar value, and contract type. Responses will not be returned and the government will not reimburse submission costs.

All future procurement will require pre-award surveys by DCMA Navy Special Emphasis Operations to verify quality management systems, technical capability, production capacity, financial capability, and compliance with nuclear program requirements, including NOFORN safeguards and higher-level quality standards such as ISO 9000, MIL-I-45208, MIL-Q-9858, or IQE-1. The attached IRPOD document specifies representative gasket specifications including neoprene cellular sponge materials per ASTM-D-1056, 24 by 24 inch dimensions, cleanliness requirements, and MIL-STD-129 marking and packaging standards.
