DLA Energy intends to issue an unrestricted, full and open competitive procurement for the production and delivery of bulk Gaseous Helium IAW MIL-PRF-27407D dated 01 Aug 2014 on an f.o.b. origin basis in support of DoD's requirements in the Middle East.  The product will be delivered f.o.b. origin into Government-owned and leased compressed gas tube-bank trailers, Government-owned and leased International for Standardization (ISO) containers, and High Pressure Cylinder Assemblies (HPCAs).  The solicitation will also contain line items for ancillary services including storage, maintenance and repair of Government owned and Government leased containers, purging and decontamination of container.


The requirement is for an estimated total quantity of 222,000 cubic meters  over a two year period with the period of performance being 1 Oct 2015 through 30 Sep 2017.  The competitive procurement may result in multiple awards of Indefinite Delivery/Indefinite Quantity (ID/IQ) - Type contract(s)


By regulation, DLA Energy must procure its gaseous helium from Federal helium suppliers who have an in-kind crude helium sales contract with BLM.  However, if BLM helium is unavailable, DLA Energy may procure non-BLM helium as allowed by the Helium Act as implemented in the Federal Acquisition Regulation (FAR) Part 8.5.
