About this opportunity
The U.S. Embassy Singapore is soliciting quotations for comprehensive gardening services at three U.S. Government properties in Singapore through Request for Quotations number 19SN1025Q0032. The services encompass grass cutting, edging, trimming, weeding, pruning, leaf removal, debris management, watering, fertilization, pest control, and maintaining indoor floral displays across the Chancery, CMR, and DCR properties. Contractors must be registered in the System for Award Management (SAM), provide proof of insurance, and submit a detailed Grounds Maintenance Plan while complying with federal regulations including trafficking in persons prevention requirements. The contract will be awarded to the lowest-priced, technically acceptable offeror based on initial quotations without discussions, though the government reserves the right to conduct discussions if necessary. Critical dates include a mandatory pre-quotation conference on June 18, 2025, at 10:00 a.m. Singapore time, with quotations due by July 9, 2025, at 4:30 p.m. Singapore time, and quoters must submit security clearance information by June 13, 2025, to attend the required site visit.
This solicitation does not utilize any set-aside designation and is open to all qualified contractors. The contract covers three distinct properties totaling approximately 6.8 acres: the Chancery (3.33 acres), CMR (1.69 acres), and DCR (1.78 acres). The initial contract term is 12 months with four potential one-year option periods and a possible six-month extension, creating a maximum contract duration of five and a half years. All services will be performed in Singapore at the specified U.S. Government properties, with quotations requiring 120-day validity from the solicitation close date. The total contract value will be determined based on monthly pricing submissions for each location, though specific budget ranges are not disclosed in the solicitation.
