About this opportunity

The Department of State is soliciting quotations for garbage collection and disposal services at the U.S. Embassy in the Philippines under RFQ No. 19RP3826Q0018. The solicitation seeks firm fixed-price quotations for three service types: standard garbage and trash collection, hauling, and disposal at specified embassy buildings; construction debris collection and disposal; and temporary additional services ordered by the Contracting Officer's Representative. The Government will award the contract to the lowest-priced, technically acceptable, responsible offeror using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with no set-aside designations applied. Key requirements include mandatory attendance at the site visit conducted on January 12, 2026, registration in the System for Award Management (SAM) database with a Unique Entity Identifier (UEI), submission of completed Standard Form 1449, proof of insurance, and compliance with Philippine government waste disposal regulations. The deadline for written questions was January 16, 2026, and quotations must be submitted electronically by February 11, 2026, at 4:00 p.m. Philippine time, with Amendment 001 extending the original January 30, 2026, deadline.

The contract is not designated as a set-aside and the current interim purchase order contractor is Iswims Transport Hauling Services Inc., with the interim contract expiring May 26, 2026. The Government has not disclosed the budget amount, citing procurement-sensitive information. The initial contract period is twelve months from the Notice of Award, with the Government holding unilateral options to exercise up to four additional one-year renewal periods and one six-month extension, for a potential maximum performance period of five and one-half years. Services will be performed at multiple locations in Manila and Makati City, including the Chancery Compound, Seafront Compound, Chief of Mission Residence (CMR), and Deputy Chief of Mission Residence (DCR), with collection frequencies varying from daily to weekly depending on the location. Both U.S. and foreign firms are eligible to submit offers, with U.S. firms receiving payment in U.S. dollars and foreign firms in local currency, with no value-added tax applicable due to the Embassy's tax exemption status.
