About this opportunity

The USDA Forest Service's Procurement & Property Services, Northwest Zone, has issued a pre-solicitation notice for site improvements at the St. Cloud Day Use Area in Skamania County, Washington. The work involves removing and disposing of one single vault comfort station, excavating and installing a new vault toilet with proper bedding and backfill, improving existing walking surfaces from the parking lot to the restroom, demolishing existing post and rail fencing and a single panel kiosk, and installing new fencing, a new kiosk, and bollards. This is a competitive request under a previously issued Blanket Purchase Agreement (BPA) for Northwest Facilities Maintenance (FMAC), and the Forest Service is not seeking to add new contractors to the existing BPA at this time. The contractor must provide all management, supervision, personnel, labor, tools, supplies, materials, transportation, equipment, and other necessary items to complete the work, while complying with all federal, state, and local laws and obtaining required permits. The due date for this opportunity is August 14, 2025, though this notice is informational only and not a request for quotes.

This procurement does not utilize any set-aside designations and is restricted to contractors already on the Northwest Facilities Maintenance BPA. The estimated construction project value ranges between $25,000 and $100,000, falling under NAICS code 238910 for Site Preparation Contractors and PSC code Z1AZ for Maintenance of Other Administrative Facilities and Service Buildings. All work must be completed by October 31, 2025, providing approximately three and a half months for project execution following the August deadline. The contractor will be required to submit a schedule of work for approval and ensure compliance with the Statement of Work and attached specifications. The Forest Service has indicated they will only reopen the BPA if competition becomes unacceptable under the current arrangement.
