The Department of the Interior Bureau of Land Management Idaho Region seeks construction services for replacement of picnic shelter structures at the Milner Picnic Site in Cassia County, Idaho, with proposals due August 6, 2026. This is a total small business set-aside with a $45.0 million size standard.
Place of performance is the Milner Recreation Site, approximately 11 miles west of Burley, Idaho (coordinates 42.526143, -113.993040). The work involves demolition of two existing shade structures, site clearing and grubbing, excavation and grading, concrete pad installation, and erection of two pre-engineered steel pavilions—one 16 feet by 16 feet square and one 16 feet by 32 feet rectangular—both with hip roof design and 7-foot-6-inch minimum eave height. Structural steel components must be ASTM A500 Grade C tube with ASTM A325 bolts and powder coat finish. Metal roof panels must be aluminum-zinc alloy coated (Galvalume) with PVDF finish, minimum 24 gauge. Concrete strength must reach 4,000 psi at 28 days with maximum water-cementitious materials ratio of 0.45. The contractor must furnish a minimum five-year manufacturer warranty on the frame and 30-year roofing warranty. Structural design must be certified by an Idaho professional engineer and comply with ASCE 7 standards.
The contract is firm-fixed price with estimated magnitude between $100,000 and $250,000, NAICS 237990. Period of performance is 120 days after notice to proceed, with work completion required by December 12, 2026. Liquidated damages of $700.00 per calendar day apply for delays beyond the completion date. The contractor must post performance and payment bonds equal to 100 percent of contract price within 10 days of award. An organized site visit was scheduled for July 15, 2026, at 10:00 am MDT with contact Eddie Sanchez. Award will be made on lowest price acceptable bid.
