About this file

This document is a set of technical specifications for the GAOA Milner Picnic Cabana Replacement project in the Twin Falls District of the Bureau of Land Management, located in Burley, Idaho, scheduled for June 2025.

The project involves replacement of two picnic shelter structures and associated site work. Primary work includes: site clearing and grubbing; excavation and grading; placement of crushed aggregate base courses; cast-in-place concrete for two slab pads and column footings; demolition and removal of existing shade structures and concrete; and installation of two pre-engineered steel shelters (one 16' x 16' square and one 16' x 32' rectangular) with hip roof design and 7'-6" minimum eave height. All bolts must be concealed within steel tubes, and field welding is prohibited. The shelters require a minimum five-year manufacturer warranty on the frame and a 30-year roofing warranty. Structural steel components must be ASTM A500 Grade C tube with ASTM A325 bolts and ASTM A563 nuts, finished with powder coat in a government-selected color. Metal roof panels must be aluminum-zinc alloy coated (Galvalume) with PVDF finish, minimum 24 gauge, factory precut with ribs running with roof pitch. Concrete specifications call for 4,000 psi strength at 28 days with maximum water-cementitious materials ratio of 0.45. The contractor is responsible for mobilization/demobilization, site preparation, erosion control, temporary facilities, and construction management. Payment is structured as lump sum for each bid item, with mobilization paid in phases based on overall project progress (25% at 5% completion, 50% at 10% completion, 100% at 50% completion).
