About this opportunity
The Department of Agriculture Forest Service seeks certified historic masonry and foundation repairs at two backcountry cabins within Custer-Gallatin National Forest, with proposals due July 20 and requests for information due July 7. This procurement is a 100% small business set-aside under NAICS 238140, Masonry Contractors.
Place of performance is Bozeman, Montana. Work includes foundation facade reconstruction, concrete footing installation with fiber reinforcement, mortar repointing, and step rebuilding at Fourmile Cabin (42 miles south of Big Timber) and Ibex Cabin (36 miles north of Livingston). All repairs must comply with the National Park Service Secretary of the Interior's Standards for the Treatment of Historic Properties and Section 106 historic preservation requirements. The contractor must be an experienced historic stone repair specialist with full-time on-site supervisors, familiar with historic masonry mixes and temperature-controlled work (40–90 degrees Fahrenheit) with 72-hour mortar curing periods. Materials must match existing historic materials in type, aggregate, color, and texture.
The estimated government cost is between $25,000 and $100,000, with firm fixed price anticipated. Work must be completed within 60 calendar days of notice to proceed. Performance and payment bonds are required. Davis-Bacon wage rates apply per General Decision MT20260058. The government reserves the right to make multiple awards if administratively beneficial, assuming a $500 administrative cost per purchase order. Evaluation follows the lowest price technically acceptable method, weighing technical approach and past performance alongside pricing. Offerors must submit a detailed technical approach addressing statement of work requirements, subcontracting plans, work sequencing, resources, and three reference projects completed within the last three years.
Amendment 0001 (July 13) and Amendment 0002 (July 14) posted RFI responses and a revised Schedule of Items with updated linear foot quantities (55 linear feet for Fourmile Cabin foundation and masonry repairs, 34 linear feet for Ibex Cabin masonry repairs). Both amendments must be acknowledged and submitted with quotes.
