About this file
This file is a Request for Information (RFI) document providing official responses to ten contractor questions regarding GAOA Certified Historic Masonry Work at Custer-Gallatin National Forest, specifically addressing foundation and masonry repairs on the Fourmile Cabin and Ibex Cabin.
Key technical clarifications include: new concrete footers for the Fourmile Cabin must be minimum 6 inches thick and positioned minimum 4 inches below finished grade, with exact depth determined by existing rock facade depth; the existing cabin wall is believed to sit on a stem wall with no foundational support for the rock facade; compacted drain rock and proper grading will address frost concerns rather than relying solely on footer depth; vertical crack repairs at the Ibex Cabin involving 2-3 foot section removal and rebuilding may require excavation to footing depth or until mortar joints are no longer damaged; exact foundation depth for the Ibex Cabin is unknown. Operational details specify that work must be completed within 60 days of Notice to Proceed, with winter exclusion periods and potential stop work orders if weather prevents completion. Contractors are encouraged to visit work locations during the current closure period through September by coordinating with Logan Foster (logan.foster@usda.gov) to respect potential cabin renters' privacy. Linear foot measurements and estimated quantities for Fourmile Cabin foundation excavation, footing, and rebuild work are referenced in the accompanying "C04c SOI 127EAX26Q0046 Revised 07142026" document. This RFI was posted as Amendment 0002 on July 14, 2026, and the accompanying Standard Form 30 must be acknowledged and submitted with all quotes.

Request For Information (RFI) Form

GAOA Certified Historic Masonry Work Custer-Gallatin National Forest
RFI#1-Please confirm top of new footer is 4" below grade for the Fourmile cabin?
· Top of the footer will vary as the rock façade progresses along the cabin foundation. The footer will need to be a minimum 4” below finished existing grade, but may be more depending on the depth of the existing rock façade. Exact depth of footer is determined by the depth of the existing façade depth. Minimum thickness of the footer will be 6”.
RFI#2-Please confirm new concrete footer is 6" in depth for the Fourmile cabin?
· See RFI#1 answer. Footer to be 6” thick minimum.
RFI#3-What does the existing wall sit on now for the Fourmile cabin?
· Existing cabin wall is believed to sit on a stem wall at the Fourmile Cabin. The rock façade has no existing foundational support.
RFI#4-Frost depth as drawn will be well below footer depth as drawn, is this not a concern for the Fourmile cabin?
· Compacted drain rock around the footer and sloping away from the cabin should alleviate a majority of the frost concerns.
RFI#5-What will prevent frost from lifting footer and new wall at the Fourmile cabin?
· See RFI#4 Answer
RFI#6-Ibex Cabin calls for vertical cracks to be repaired with 2-3 ft section to be removed and rebuilt. Is the depth of the foundation known?
· Exact depth of the foundation is not known.
RFI#7-Does this 2-3 ft section require excavating to footer for the Ibex Cabin?
· Yes, excavation may be required to the footing depth or to where the mortar joints are no longer damaged.
RFI#8- Are contractors allowed to drive to the work location to see the degree of work needed?
· These cabins are typically rented out to the public, and if they are occupied, we need to respect the renter’s privacy and not visit the cabins. That being said, the cabins are currently closed thru September. If you would like to visit the work locations during this time, that would be encouraged. Please let Logan Foster know the days you’ll be visiting so the appropriate people at the district office can be made aware. (Email: logan.foster@usda.gov)
RFI#9- The dates listed in some of the attachments are 2025. What is the window for project completion?
Work is to be completed 60 days after the NTP. If weather prevents the completion of the work the government will issue a stop work order and we will go into winter exclusion until the work can be completed.
RFI#10- What is the Linear Foot measurement for Four Mile Cabin Foundation excavation, footing and complete rebuild...I see "no more than 10% of porch" to be affected, but do not see the linear feet of work to bid?
Please see file “C04c SOI 127EAX26Q0046 Revised 07142026” for estimated quantities.
