About this opportunity

The Office of Naval Intelligence, operating under the Department of the Navy Naval Supply Systems Command, has published a Special Notice announcing its intention to procure radar training services through a sole source acquisition. The agency plans to contract exclusively with Georgia Tech Professional Education for a one-week "Principles of Modern Radar" course under the authority of FAR 13.106-3 and FAR 6.302-l(b)(ii). This procurement is structured as a Firm Fixed Price contract for training services to be delivered in FY25. The notice was posted on August 5, 2025, with the same date serving as the due date, indicating an immediate procurement timeline. The agency has made clear this notice is for informational purposes only and is not soliciting competitive quotations.

The primary objective of this procurement is to provide foundational radar systems education to entry-level and journeyman radar and missile analysts across multiple ONI agencies, with the course designed to accommodate up to 25 students. The training will focus on radar systems design and operation, directly supporting analyst capabilities in Modeling-Simulation, Electronic Warfare, Radar, and Seeker analytic lines of effort that are critical to ONI's mission. Georgia Tech Professional Education has been identified as the sole source provider due to their unique position as the exclusive provider of this specific "Principles of Modern Radar" course. The training is scheduled to occur locally in the DC area from September 22-26, 2025, which strategically reduces travel expenses while maximizing training volume. This sole source justification eliminates competitive bidding opportunities, as the agency has determined that Georgia Tech's specialized course offering and ability to provide local training makes them the only viable contractor for this requirement.
