About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 21 (VAPIHCS) is conducting market research through this sources sought announcement to identify vendors capable of providing Health Care for Homeless Veterans (HCHV) Contracted Emergency Residential Services (CERS) in Maui, Hawaii. The procurement seeks comprehensive emergency housing and supportive services for homeless veterans aged 55 and older, including 24/7 staffing, meals, transportation, case management, and structured group activities designed to transition veterans into stable housing. Key requirements include maintaining an 80-90% occupancy rate, achieving a minimum of 55% veteran discharge rate to permanent housing, accommodating 2-10 beds across dormitory-style and shared apartment-style facilities, and complying with strict documentation and reporting standards. The government will evaluate contractors based on their socioeconomic status, relevant experience with homeless veteran services, capabilities to meet the Statement of Work requirements, subcontracting plans, and SAM registration status. Interested vendors must submit responses by December 8, 2025, at 10:00 AM PST to Lydia.anderson@va.gov, with responses limited to addressing company socioeconomic classification, legal name, Unique Entity ID, primary point of contact, and a detailed capabilities statement.
This announcement uses no set-aside designations and is open to vendors of any business size, though small businesses are identified under NAICS code 624221 (Temporary Shelters) with a size standard of $13.5 million. No incumbent contractor or current award value is specified in the sources sought phase, as the government is in the preliminary market research stage to determine procurement feasibility and available contractor capacity. The contract period of performance spans five ordering periods from April 1, 2026, through March 31, 2031, with compensation structured as daily per diem payments for eligible veterans housed. The procurement involves relatively modest scale with 2-4 beds per day across different accommodation types, targeting a preferred length of stay of 90 days or less for individual veterans. This is a preliminary announcement only, and no formal solicitation is currently available; the government will use submitted information solely for internal decision-making and procurement strategy determination at its discretion.
